Anjem Choudary has been charged with three terror offences, the Met Police said.
The 56-year-old, from east London, is due to appear at Westminster Magistrates' Court on Monday alongside Canadian national Khaled Hussein, 28.
Choudary, from east London, is charged with membership of a proscribed organisation, addressing meetings to encourage support for a proscribed organisation, and directing a terrorist organisation.
Hussein is charged with membership of a proscribed organisation after being arrested at Heathrow Airport when he arrived on a flight last Monday.
The pair were held under terrorism laws until they were charged and remanded in custody to appear in court.
