Lockdown exit plans: Boris poised to issue masterplan to free Brits - five key points - Daily Express

The Prime Minister is understood to be planning to outline the criteria he will use to start easing restrictions amid mounting pressure from his backbenchers. Last night he said at a Downing Street coronavirus briefing he was looking at "when and how we want to get things open again".

The Prime Minister said he wanted to ensure he gave the public "advice well in advance about what we hope to do and give people some rough idea of when things might be possible".

Confirming a concrete plan outlining the end of lockdown would be presented to the public in the "coming days or weeks", Communities Secretary Robert Jenrick said this morning the Government wanted "to give people greater confidence and certainty".

The roadmap will spell out the five conditions which must be met in order for the current measures to be reduced. 

They are: a reduction in the number of deaths, hospitalisations decreasing, a rapid fall in the number of cases, the continued successful rollout of the vaccine, and no new variants which could put the UK's progress at risk.

Britain is already seeing progress in some of the metrics.

The number of new coronavirus cases in the UK has dropped by two-thirds compared to three weeks ago, with 20,089 positive tests recorded yesterday.

The rollout of the vaccine is also currently on track to meet the Government's target of providing a first dose of the antidote to the four most vulnerable groups by February 15.

However, deaths and hospitalisations remain stubbornly high, with the UK yesterday passing the bleak milestone of 100,000 Covid fatalities since the start of the pandemic.

A review of the current restrictions is due to take place on February 15, but earlier this week Mr Johnson confirmed he was "looking at the potential of relaxing some measures" before that date.

He said on Monday: "Now this massive achievement has been made of rolling out this vaccination programme, I think people want to see us making sure we don't throw that away by having a premature relaxation and then another big surge of infection.

Leader of the group, Mark Harper, said: "The top four at-risk groups, which the Government aims to have given a first dose by February 15, will have got the maximum immunity from that within three weeks - by March 8.

"That has got to be the point at which we start to lift restrictions in a way proportionate to the reduction of risk."

Writing in the Sunday Telegraph last week he added: "We need a draft plan for the progressive lifting of restrictions from March 8 so that the public, businesses and scientists can use it as the basis for a sensible debate."

Just 12 MPs voted against the third national lockdown for England when it was put to a vote in the Commons at the start of the month.

However, the Prime Minister risks the humiliating position of relying on Labour support to pass the extension of coronavirus any restrictions as frustration grows among Tories at the lack of an outline to return the UK to normal.

It is hoped a roadmap will help ease discontent within the Conservative Party.

Mr Johnson suffered his biggest rebellion as Prime Minister in December when 55 backbenchers rejected the three-tier coronavirus system.

Without a published plan outlining the path back to normality, the Prime Minister risks another equally large revolt.
