Coronavirus: Sending untested patients to care homes 'reckless' - MPs - BBC News

The decision to allow hospital patients in England to be discharged to care homes without Covid-19 tests at the start of the pandemic has been described as "reckless" by MPs.

The Public Accounts Committee said there had clearly been an "emerging problem" with official advice before it was "belatedly" changed in April.

It accused ministers of being slow to support social care during the crisis.

The government said it had been "working closely" with the sector.

The committee said around 25,000 patients were discharged into care homes in England between mid-March and mid-April to free up hospital beds.

After initially saying a negative result was not required before discharging patients, the government later said on 15 April all patients would be tested.

In a highly critical report, the cross-party committee said the initial decision to allow untested patients into care homes was an "appalling error".

The committee says that, by September, the government should review which care homes took discharged patients, and how many went on to have outbreaks.

In its evidence to the committee, Public Health England said nationwide testing capacity was limited to 3,500 tests per day at the start of the crisis.

'Emerging problem'

The agency added that it had agreed with the NHS and chief medical officer to prioritise testing for those in intensive care and those with respiratory illnesses, along with limited testing in care homes to detect outbreaks.

However the committee said the policy of discharging untested patients continued "even once it was clear there was an emerging problem".

Regular testing for staff and residents in care homes in England was rolled out earlier this month.

Elsewhere, the committee expressed concern about NHS use of public money when securing private hospital treatment for patients at the start of the pandemic.

It said NHS England had failed so far to provide "even a rough estimate" of costs, criticising an "apparent lack of transparency".

The MPs also said the costs of building England's Nightingale hospitals lacked transparency and "are also not yet known".

Under a funding package to help the NHS prepare for the winter, the temporary hospitals are due to be maintained until the end of March 2021.

'Series of mistakes'

Shadow social care minister Liz Kendall said the report confirmed the government "was too slow to act to protect older and disabled people".

"A series of mistakes were made despite clear warnings from what was happening in other countries," the Labour MP added.

A spokesman for the Department of Health and Social Care said it has been "working closely with the sector and public health experts" to develop guidance throughout the "unprecedented global pandemic".

The spokesman added an extra £1.3bn had been given to the NHS to speed up hospital discharges, while testing had been introduced for all care home residents and staff.

This includes "repeat testing for staff and residents in care homes for over-65 or those with dementia", they added.

Two men are facing jail for the manslaughter of a footballer in an attack sparked by a remark that one of the killers was "fat and ginger".

Matlock Town FC midfielder Jordan Sinnott died in hospital after suffering a fractured skull and brain damage following the assault in Retford, Nottinghamshire, on 25 January.

After a trial at Nottingham Crown Court, Kai Denovan, 22, was found guilty of manslaughter, affray and common assault.

Cameron Matthews, 21, had pleaded guilty to manslaughter at an earlier hearing after CCTV footage showed him striking the footballer.

A third man, 22-year-old Sean Nicholson, admitted a charge of affray at a previous hearing.

Prosecutors said Denovan "flew immediately into a rage" after Mr Sinnott joined in with what the footballer believed was the defendant's "self-deprecating humour".

The court heard that Denovan followed 25-year-old Mr Sinnott and two friends into a pub called The Vine before telling the footballer he was a "good-looking lad" and would have no trouble "pulling girls" - unlike himself, who was "fat and ginger".

Mr Sinnott replied: "Yes I can see that," which the prosecution said provoked the attack at about 2am.

Prosecutor Michael Auty QC told the court that Mr Sinnott was willing to apologise for any offence caused, but described Denovan, Matthews and Nicholson as a "pack hunting down and exacting retribution".

Matthews hit Mr Sinnott "two or three times" after the violence spilled out into the street outside the pub, the court heard.

Jurors were told that Matthews was "taking over" from Denovan who was "plainly hell-bent on trouble" - and who had allegedly punched Mr Sinnott twice in the face inside The Vine.

Following the trial, Nottinghamshire Police released CCTV footage which showed the final moments before Mr Sinnott was attacked.

Detective Chief Inspector Rob Routledge, who led the investigation, said Mr Sinnott was a "talented and loved young man who had many promising years ahead of him".

He added: "Matthews' and Denovan's actions in the early hours of 25 January cruelly took that future away from Jordan and changed his family's lives forever.

"Life will never be the same for Jordan's family, but I hope they will get some comfort from justice being served."

Before joining Matlock Town, Mr Sinnott played for Huddersfield Town, Altrincham, Bury, Halifax Town and Chesterfield during his career.

News of his death was met by a wave of support from the football community, with clubs donating more than 800 shirts to be displayed at his funeral and later auctioned for charity.

Manchester United captain and England player Harry Maguire was among those who donated a shirt in support.

Denovan, Matthews and Nicholson, who are all from Retford, will be sentenced at the same court on Friday.

NHS worker in Bristol 'lucky to be alive' after 'racially aggravated' hit and run - Sky News

An NHS worker has said he is "lucky to be alive" after being attacked in a "racially aggravated" hit and run incident.

The unnamed 21-year-old had his leg, nose and cheekbone broken in the attack and will require plastic surgery to his face and leg.

A car was deliberately driven at the man as he walked home from his job at Bristol's Southmead Hospital at around 4.30pm last Wednesday, according to witnesses.

Two men apparently shouted racist abuse at the victim, before running from the dark blue Honda Accord.

The incident is being treated as "racially aggravated" by Avon and Somerset Police, adding it could have resulted in death.

The man, who has been recording music since 2017, said he wanted to raise awareness about racism.

In a statement through police, he said: "I have six months' recovery ahead of me, minimum.

"I have a broken leg, nose and cheekbone, will need plastic surgery to my face and leg and am walking on crutches.

"I don't want this to happen to anyone else, I want people to be aware."

He was taken to hospital immediately following the incident, but was discharged the following day.

He thanked those who stepped in to help him after the attack, as well as his NHS colleagues, witnesses, police and the charity Sari (Stand Against Racism & Inequality).

"I don't feel safe to walk outside and I can't play football, record my music, go to the gym or even sleep - I have to try to sleep sitting up," he said.

He has appealed for privacy during what he called a "really difficult time", adding: "We will bounce back as a family, this will make us stronger. We won't let the haters win."

The man's mother said the situation was a "waking nightmare", adding she found it upsetting that her son could no longer do the things he enjoys, such as playing football and going to work.

In a statement, Sari described the incident as "horrific".

"We will be doing all we can on behalf of this young man and his family to try and get justice served," the charity said.

"We would like to thank the police for their hard work to date as they proceed with their investigation.

"We very much hope that the offenders will be identified, charged and prosecuted as swiftly as possible so this appalling crime can be dealt with as it should and to prevent harm to anyone else."

Andrea Young, the chief executive of North Bristol NHS Trust, said she was "incredibly saddened" to hear about the incident, adding: "The police believe this to have been a racially aggravated attack and we are horrified that this is something that has happened to one of our friends and colleagues.

"Racism, in any form, has no place in our society and that an attack such as this can happen is shocking."

Police closed Monks Park Avenue while investigations took and recovered the car used in the attack. Officers have also interviewed the victim, carried out door-to-door interviews and looked at CCTV footage.

Wiley removed from Facebook and Instagram after antisemitic posts - Sky News

Wiley has been banned from Facebook and Instagram for a series of antisemitic posts - just days after he was temporarily blocked from Twitter for the same reason.

An unverified Facebook account under Richard Kylea Cowie - the grime artist's real name - took aim at several Jewish celebrities, including Lord Sugar, BBC presenter Emma Barnett and comedian David Baddiel, who had all criticised his earlier comments.

He had been widely condemned for putting antisemitic messages on Twitter and Instagram.

One post on the unverified account said: "Emma Barnett get me on your show," while another urged Baddiel to "come and talk to me to my face".

There was also a post that mentioned Golders Green, an area of north London known for its Jewish community.

Facebook took down the account on Tuesday, along with the artist's official verified profiles, amid strong external pressure.

It comes after Downing Street criticised the response from social networks earlier in the week as not being "good enough" due to the amount of time it took for action.

"Social media companies need to go much further and faster in removing hateful content such as this," the prime minister's spokesman told reporters.

On Tuesday, the Board of Deputies of British Jews said it had raised the issue with Facebook "as a matter of urgency" and called for the 41-year-old's removal from the platform.

"We are aware that Richard Cowie - AKA Wiley - has continued his obsessive targeting of the Jewish community on Facebook, now that Twitter and Instagram are closed off to him," Board of Deputies president Marie van der Zyl said.

She added: "We have raised his conduct with Facebook as a matter of urgency and have stressed in the strongest possible terms that they should remove him from their platform as well."

Ms Van der Zyl said the board was also in talks with Twitter to urge the network to permanently delete the account as the rapper had "made it clear" that "he intends to exhibit even worse behaviour" once his temporary ban is lifted.

Wiley is currently in the middle of a seven-day ban from the platform, and has since been dropped by his management.

The musician - real name Richard Cowie - has been suspended from the social media platform for seven days over the posts, which were made over the past 48 hours.

He had already been banned from Twitter and Instagram over the weekend over anti-Semitic comments which are currently being probed by police.

Ahead of his ban today, Wiley took to his personal Facebook page to share a stream of provocative comments which appear to be aimed at the Jewish community.

In one post, Wiley claimed that 'certain people' viewed black people as 'below them' in society.

He wrote: 'Black people we have always been below them in their eyes this is what f****d me up in the head... Why do certain people from other races want us below them?'

Campaigners last week demanded Instagram shut down his account to prevent a 'further outpouring of anti-Jewish venom'. 

Metropolitan Police are investigating comments made by Wiley on Twitter and Instagram, which prompted his management company to severe ties with him.  

But despite being blocked from two social media platforms over the weekend, Wiley appeared to take to his personal Facebook account to continue making provocative remarks.

In one post, he referred to comments made by Israeli rabbi Sephardi Rabbi Yitzhak Yosef in 2018 - when he compared black people to monkeys during a sermon.

In his penultimate post, after sharing information about slavery in the US, Wiley claimed he doesn't want to argue: 'I wanna sit at the table and speak calmly... We need to come to the table and discuss this.'

Facebook today confirmed the musician has been banned from the platform, two days after the company made the decision to block his access to Instagram. 

A spokesman said: 'There is no place for hate speech on any of our platforms, including attacks against Jews. 

'We have deleted content that violates our policies from Wiley's Facebook and Instagram profiles and have blocked access to them for seven days. 

'We're continuing to investigate the situation.'

Friday could be the hottest day of the year so far, despite July being unseasonably cool, according to the Met Office.

Forecasters say temperatures could reach 33C - more than double the monthly average of 14.1C for July.

The highest temperature recorded so far this month is 28.5C on 17 July at Heathrow Airport.

July's cool temperatures are down to "unseasonable" winds, with low-pressure systems and weather fronts coming through, with gusts of up to 50mph recorded on Monday.

The Met Office figures for July show that the UK has already seen more than 100% of its average monthly rainfall, but only experienced two-thirds of its expected sunshine for the month - a total of 113.4 hours.

Temperatures are expected to rise over the next few days, reaching the 30s by the weekend, according to the forecaster, but the rise in temperatures is not expected to raise the month's average.

"We're expecting (Friday) temperatures to potentially get to 33, certainly isolated 33s, which may just get the warmest day of the year, though there was a 33.4 in June," a spokesman for the Met Office said.

"We've not seen a temperature anywhere above 30 so far or even with a three in it - that is quite unusual for July."

Places such as Reading, Northampton and Cambridge are expected to see the highest rise in temperatures, with 30C temperatures potentially featuring as far north as the Scottish border.

Despite the rise, the Met Office say the weather would not extend into a three-day "heatwave territory".

"In terms of shifting the overall weather stats for the month, it's not going to do much to the average," the spokesman added.

Nicola Sturgeon says pubs and cafes could be shut down in virus safety breach warning - Daily Record

Pubs and cafes have been warned they could be shut down after a number of breaches were raised with Nicola Sturgeon.

The First Minister told hospitality businesses they "cannot allow standards to slip" - and told members of the public to avoid premises failing to follow the rules.

At her regular coronavirus briefing, Sturgeon said: "If we do start to see outbreaks linked to the hospitality sector, we would need to take action, and that could include closing premises down again. Nobody wants to see that happen.

Sturgeon added: "So I want to send a message to everyone in the sector today that these guidelines aren't just for the first few weeks. They must become the norm, and you cannot allow standards to slip.

"And, to customers, if any venue you are visiting or frequenting doesn't seem to be taking Covid seriously - for example, if you're not asked for your contact details, if there's not clear guidance in place about physical distancing, my advice to you is go somewhere else."

Hospitality was allowed to get back to business with outdoor seating three weeks ago and indoor serving two weeks ago.

A new Scottish Government document has been produced for the hospitality industry to ensure they are fully aware of what their responsibilities are.

Sturgeon earlier praised efforts across hospitality premises to make major changes to accommodate the new reality of coronavirus.

She said: "There's been a lot of hard work by businesses and staff across the country to make their premises safe for visitors, however although the majority of businesses are following the rules, we do know anecdotally of some instances of guidance being breached, of seating areas not being cleaned thoroughly between customers, of staff not wearing face coverings, and of contact details for test and protect not being taken."
