Boris Johnson flew to Venezuela for unofficial talks - BBC

Former Prime Minister Boris Johnson flew to Venezuela last month for a private meeting with the country's President Nicolás Maduro.

The talks were unofficial and not paid for by the UK government, the BBC has been told.

Mr Johnson's spokesman said it was to "emphasise the need for Venezuela to embrace a proper democratic process".

The Sunday Times first reported that Mr Johnson travelled there by private jet while on holiday in the Caribbean.

It is not clear who initiated or paid for the visit.

Mr Maduro has ruled Venezuela since 2013. He faced widespread protests but in 2018, won a second term in presidential elections that were widely dismissed as neither free nor fair.

The UK has an embassy in the country but no ambassador, though it does have a charge d'affaires, Colin Dick.

A spokesman for Mr Johnson told the BBC that he "repeatedly made clear there can be no hope of normalisation in relations until Venezuela fully embraces democracy and respects the territorial integrity of its neighbours".

"He also set out the case for the cause of Ukrainian victory to the government of Venezuela."

A spokesman for Foreign Secretary Lord Cameron said it was a "private visit" but that Mr Johnson texted him when he was on his way.

Mr Johnson's office declined to say who paid for the private jet that flew him to Venezuela, saying: "Now that he is a private citizen we don't comment on any of those issues, only to say there was no cost to the UK taxpayer nor the Venezuelan government".

The BBC has been told that Mr Johnson received a briefing in the British Embassy residence in Caracas before his meeting, and that he then debriefed embassy officials afterwards.

The visit is unusual given the former prime minister is not a member of the government anymore, and because of the current diplomatic tensions between the UK and Venezuela.

Venezuela's government faces strong international pressure to hold a free and fair election, to release activists and political opponents it has detained, and to de-escalate tensions with its neighbour - the former British colony Guyana.

Venezuela held a referendum last year in which it claimed sovereignty over the oil and resource-rich Essequibo region that makes up about two-thirds of Guyana, a claim that Guyana disputes.

The UK sent a warship to Guyana in response to show military and diplomatic support for the country. Mr Maduro called it an "act of hostile provocation".

Venezuela has announced it will hold presidential elections on 28 July where the incumbent president is expected to stand. The UK, along with the US, the EU and Canada all want to see a restoration of democracy.

A deal was reached last year with the opposition to allow a free and fair election to take place, with international observers present, but since then a ban against the opposition leader has been upheld.

This led to the US reimposing some of its economic sanctions on the country.

Last year, Mr Johnson, who had left his post in Downing Street in September 2022, made an unannounced visit to the Ukrainian capital Kyiv where he met President Volodymyr Zelensky.

Mr Johnson then stepped down as MP in June 2023 after facing some criticism over how many parliamentary votes he was missing because he was making frequent trips abroad.

Then in November 2023, he was pictured alongside former Australian Prime Minister Scott Morrison in Israel where they met the country's president, four weeks after Hamas's attacks on Israel on 7 October.

He returned to Kyiv last month after his Caribbean holiday to meet Mr Zelesnky on the second anniversary of the Russian invasion.

Ministers urge government to increase defence spending to 2.5% of GDP - BBC

Two ministers have publicly urged the government to increase defence spending to above 2.5% of national income.

Anne-Marie Trevelyan and Tom Tugendhat said the UK needed to "lead the way" and invest at a "much greater pace".

Their article, posted on LinkedIn, follows criticism of this week's Budget for failing to boost defence spending.

Delivering the Budget, Chancellor Jeremy Hunt said spending was above 2%, Nato's target, and would rise to 2.5% "as soon as economic conditions allow".

But Ms Trevelyan, a Foreign Office minister, and Mr Tugendhat, the Security Minister, said the global risk posed by countries like Russia and China meant there was no time for delay.

"The sad truth is that the world is no longer benign," they said in the article published on Saturday.

"Protecting ourselves requires investment. And effective investment means that our industrial complex must grow and strengthen at much greater pace than at present.

"We cannot turn on the complex platforms and weapons which ensure military advantage overnight. We must start that growth now, invest at pace to support our allies and stay ahead of our adversaries."

The two ministers also praised former Defence Secretary Ben Wallace and former Prime Minister Boris Johnson for making inroads in boosting defence spending.

Ministers often lobby the chancellor before budgets, sometimes publicly, but it is unusual for them to speak out afterwards.

It is understood that both ministers remain fully supportive of Mr Hunt and government policy to reach 2.5% of gross domestic product "as soon as possible", but they wanted to stress the importance of hitting the target quickly.

The House of Commons' spending watchdog warned on Friday that the gap between the MoD's budget and the cost of the UK's desired military capabilities had risen to £16.9bn - the largest deficit ever - despite an injection of £46.3bn over the next 10 years.

The Public Accounts Committee has also warned the real deficit could be closer to £29bn as some parts of the armed forces only included capabilities that were affordable, rather than all those the government had requested.

Defence Secretary Grant Shapps wrote to Mr Hunt in January calling for a commitment to 2.5% in the Budget.

However, a source close to him said he did not play any part in the LinkedIn article.

The piece was not cleared by Downing Street, either, but a No 10 source said that this was normal for social media posts.

Prime Minister Rishi Sunak told MPs in January that the government would set out a path towards 2.5%, adding that the in the previous spending review there had been a £24bn cash increase - the "largest sustained increase since the end of the Cold War".

East London fertility clinic has licence suspended after losing embryos - The Guardian

A fertility clinic in London has had its licence to operate suspended because of “significant concerns” about the unit, the regulator has said.

The Homerton Fertility Centre has been ordered by the Human Fertilisation and Embryology Authority (HFEA) to halt any new procedures while investigations continue.

The clinic in east London said there had been three separate incidents highlighting errors in some freezing processes. This resulted in the “tragic loss of a small number of embryos” that either did not survive or became “undetectable”, which means an embryo stored in frozen liquid solution in a container cannot be found during subsequent thawing.

The clinic has informed the patients affected and apologised for any distress caused.

Homerton Healthcare NHS foundation trust said it began an investigation in late 2023 and immediately made regulators fully aware of it. The HFEA is now conducting its own investigation alongside the trust.

The clinic is permitted to continue treatment cycles that have already begun, the BBC reported.

In a statement, the clinic said that while the investigators had not been able to find any direct cause of the errors, it had made changes in the unit to prevent the recurrence of such incidents.

All staff now work in pairs to ensure all clinical activities are checked by two healthcare professionals, competencies of staff within the unit have been rechecked, and security at the unit has been increased.

The Homerton Fertility Centre’s chief executive, Louise Ashley, said the clinic was writing to all its fertility patients, “apologising for the errors and for the concern this may have caused even if their eggs, embryos or sperm are unaffected. We will continue to keep them informed.

“Current patients may continue to be treated at the unit despite the licence suspension by the HFEA, and our very dedicated staff are keen to support patients in whatever way they can.”

The Metropolitan police said officers attended the clinic on Friday after concerns were raised by the Homerton healthcare NHS foundation trust. The force said: “There is no police investigation at this time.”

Peter Thompson, chief executive of the HFEA, said it had “suspended Homerton Fertility Centre’s licence to operate with immediate effect, due to significant concerns about the clinic … We appreciate this may cause concern to patients who are undergoing treatment at the clinic, or have eggs, sperm and/or embryos stored there.

“We do not want to disrupt patients’ treatment if they have already started medication as part of a treatment cycle, so we have made provisions to allow them to complete their treatment if they wish to do so.”

Last month, scores of women were affected by the use of a faulty freezing solution at fertility clinics in London and Sheffield.

The HFEA said the issue was limited to Guy’s and St Thomas’ assisted conception unit in London and Jessop Fertility in Sheffield, and that frozen eggs and embryos were potentially destroyed as a result. The clinics received a batch of faulty freezing solution from CooperSurgical, a US company.

Sheffield teaching hospitals NHS trust, where the clinic is based, said it had identified 29 people who had eggs or embryos frozen in August 2022, when the particular product batch was used.

However, only one of these people had the faulty fluid used to freeze her eggs or embryos, and that person “was contacted at the time and did not require further actions to be taken”.

The statement came after Guy’s and St Thomas’ apologised to 136 women after their eggs and embryos were probably damaged during the freezing process at its NHS-operated clinic.

The hospital contacted the women after discovering that it may have inadvertently used some bottles of the faulty freezing solution in September and October 2022. The clinic said it did not know the liquid was defective at the time.
