YouGov MRP shows Labour would win 1997-style landslide if election were held today - YouGov

Keir Starmer would be sitting on a 120-seat majority

A new YouGov MRP model, commissioned by Conservative Britain Alliance and released in The Telegraph last night, shows that Labour would win a large majority were the election to be held today.

The results of the model, which uses data from 14,110 respondents answering between 12 December and 4 January, would see Keir Starmer enter Downing Street having secured a 120-seat majority, with Labour winning 385 Commons seats. This would be a 183-seat increase for the party since the last election.

The Conservatives meanwhile would slump to just 169, losing 196 seats compared to 2019.

These results are reminiscent of the 1997 general election outcome, which saw Tony Blair’s Labour won 418 seats and John Major’s Conservatives took 165.

Meanwhile, the Liberal Democrats would receive 48 seats – also similar to their 1997 haul – making them a notable Parliamentary force once again. The SNP, meanwhile, would fall to 25 seats, with Labour making significant gains in the central belt.

The Greens would hold on to their Brighton Pavilion seat, without making any further gains – although they come incredibly close in Bristol Central at 38% to Labour’s 40%. It is possible that by election day the party will have done enough to convince voters in the area to give them a shot.

Reform UK would fail to win any seats, as the Brexit Party and UKIP did in 2019 and 2017 respectively.

This MRP is our first since new parliamentary constituency boundary proposals have been finalised. While this is the first time an election will be fought using these constituencies, notional results calculations allow us to see what the outcome in each seat would have been if the last election had used those boundaries, and therefore which seats would be changing hands.

Most notably this includes chancellor Jeremy Hunt’s Surrey constituency of Godalming and Ash, which is narrowly won by the Liberal Democrats in this model. Other cabinet casualties include Leader of the House of Commons Penny Mordaunt (Portsmouth North), Welsh secretary David TC Davies (Monmouthshire), attorney general Victoria Prentis (Banbury), and veterans minister Johnny Mercer (Plymouth Moor View).

Conservative party chairman Lee Anderson would also lose his Ashfield seat to Labour, and Boris Johnson’s former Uxbridge constituency would likewise fall to Labour.

Notes on the Daily Telegraph’s analysis

The Daily Telegraph wrote that “In constituencies across England and Wales, the Labour vote is up by an average of just four per cent compared to 2019”. This is somewhat of a red herring. There is a sum using certain notional results whereby the estimated Labour share looks like a mean of a four point rise on their 2019 performance. However, this is not the correct way to look at either implied national changes nor what is happening at the constituency level.

If we aggregate up all our constituency level figures and then weight them according to likely voter population, the headline vote intention figures come out at the following:

Labour 39.5%, Conservatives 26%, Lib Dems 12.5%, Reform 9%, Greens 7.5%, SNP 3%, Plaid 0.5%, Others 2%.

A separate note by the Daily Telegraph suggested that the presence of Reform UK is the difference between Labour securing a majority and not. This is their own calculation using our data, and appears to be based simply on adding the Conservative and Reform UK vote shares together in each constituency, which is not a reliable way of measuring their impact.

Were Reform UK not to contest the election, it is extremely unlikely that all, or even a majority, of their voters would transfer to the Conservatives. Some would go to UKIP and splinter parties, some to Labour and other established parties, and some would simply stay at home – YouGov polling in October found only 31% of Reform UK voters would be willing to vote Conservative if Reform UK were not standing in their constituency.

Finally, the Daily Telegraph also said that the YouGov MRP model does not account for tactical voting in its estimated shares. This is not the case – our model does provision for tactical voting in its design, including by estimating constituency competition effects as part of the model equation. It does not, however, apply any post-hoc readjustments to vote share estimates based on any assumed model of tactical voting beyond what we already have in the data.

Methodology

YouGov interviewed 14,110 adults across the country between 12th December 2023 and 4th January 2024. Constituency-level forecasts were estimated using the same method which correctly predicted the 2017 and 2019 UK general elections. MRP constituency forecast models first estimate the relationship between a wide variety of characteristics about prospective voters and their opinions – in this case, ‘which party would you vote for if a general election were being held tomorrow' – in a ‘multilevel model’. It then uses data at the constituency level to predict the outcomes of seats based on the concentration of various different types of voters who live there, according to what the multilevel model says about their probability of voting for various parties (‘post-stratification’). In this instance, 500 draws from the posterior distribution of the multilevel model were used to predict the constituency probabilities. The multilevel model was estimated through 12,000 iterations. Turnout likelihood for each voter group was estimated using a multilevel model on British Election Study data. The precise multilevel model equation has been benchmarked to correctly estimate the 2019 General Election to within a couple of seats of each party’s actual performance in that election, and the overall approach to MRP by YouGov has been used to successfully predict elections as recently as Spain in July 2023.

New train strike dates announced by drivers' union - BBC.com

A fresh series of strikes has been unveiled by the main train drivers' union, Aslef, in its long-running pay dispute with 16 train companies.

The stoppages between Tuesday 30 January and Monday 5 February will affect different operators each day.

The drivers will also refuse to work overtime from Monday 29 January until Tuesday 6 February.

The first strike in this dispute by Aslef was in July 2022, and the row is now in its third calendar year.

The Rail Delivery Group - which represents the train operators - and the Department for Transport have been contacted for comment.

Which train companies are affected on which day?

  • Tuesday 30 January: Southeastern, Southern, Gatwick Express, Great Northern, Thameslink, South Western Railway and SWR Island Line
  • Wednesday 31 January: Northern Trains, Transpennine Express
  • Friday 2 February: Greater Anglia, C2C, LNER
  • Saturday 3 February: West Midlands Trains, Avanti West Coast, East Midlands Railway
  • Monday 5 February: Great Western, CrossCountry, Chiltern

Operators not involved in industrial action, for example ScotRail and Transport for Wales, should run normal services.

Previously, most of the train companies involved have not been able to run any trains when drivers are on strike. A few have run a limited timetable using managers to drive trains.

There will be no strike action on Thursday 1 February or Sunday 4 February.

Aslef general secretary Mick Whelan accused ministers of not wanting to resolve the dispute, and called for the government and train companies to "come to the table with a realistic offer".

He added that a new law bringing in Minimum Service Levels "won't ease industrial strife. It will likely just make it worse."

This legislation enables employers to require a certain number of staff to work to ensure some service. In the case of passenger rail services, that would be 40% of the timetable.

It is unclear at this point whether any of the train companies will seek to implement them for these strikes. If they do, it appears this would be their first test.

Neil Todd from the Trade Union Law Group at Thompsons Solicitors pointed that although the option was available, there was no requirement for train companies to use Minimum Service Levels.

The train operators say ways of working need to change for wages to rise, because of the financial challenge facing the industry and in fairness to taxpayers. But Aslef says drivers are being asked to sacrifice working conditions in exchange for a below-inflation wage increase.

In April 2023, Aslef's executive committee rejected 4% pay rises for two years in a row, on condition that they would accept industry-wide changes to driver training, and negotiate changes to work patterns at individual operators.

There have been no formal talks since.

The government controls how much money is on the table and has the final say over what is offered. Ministers and industry negotiators have continue to urge the union to give members a vote on the latest offer.

Members of the RMT union, which represents tens of thousands of other rail workers, accepted a deal in November. This ended its long-running series of national strikes and gave staff a backdated 5% pay rise for 2022-23.

However, the current year's pay increase will be subject to changes being negotiated with individual operators. Talks are due to commence next month.

There has not been the same progress in the Aslef dispute, and drivers voted to continue strike action until the spring.

Mr Whelan has repeatedly warned that drivers are in the dispute for the long haul.

The hospitality industry has also issued several warnings of the damaging impact of strike action on businesses, particularly in city centres.

Children left 'at mercy' of Rochdale grooming gangs and dozens of men still pose potential risk - report - Sky News

Girls were left "at the mercy" of paedophile grooming gangs for years in Rochdale because of an "inadequate" response by police and council bosses, a new report has found.

The damning 173-page report into Operation Span - Greater Manchester Police's (GMP) much-criticised investigation into the grooming allegations in Rochdale - also identified 96 men still deemed a potential risk to children.

The report, the result of a six-year investigation commissioned by Manchester Mayor Andy Burnham, covered 2004 to 2013 and reviewed the cases of 111 children on police files during the period of Operation Span.

It found that there was evidence 74 of the children were being sexually exploited and in 48 cases there were "serious failures" to protect them.

The report detailed multiple failed investigations by police and an apparent indifference among local authorities to the plight of hundreds of youngsters, mainly white girls from poor backgrounds, all identified as potential victims of abuse by Asian men.

Steven Watson, chief constable of Greater Manchester Police, who took up the role in May 2021, described the findings of the report as "shocking, stark and shameful".

"One of the primary responsibilities of the police is to protect the vulnerable from the cruel and predatory, and in this regard, we failed you," he added.

The report states there was "compelling evidence" of widespread, organised sexual abuse of children in Rochdale from as early as 2004 onwards.

Three years later, in 2007, a crisis team led by Sara Rowbotham - who would become a whistleblower in the scandal - alerted GMP and Rochdale Council to the involvement of an organised crime group.

GMP identified the ringleaders of the gang but did not investigate further because the children were too frightened to assist.

That, the report said, was a "serious failure" to protect the children, because it ignored the coercion and control the groomers had over their victims and families.

Children as young as 12 gang-raped above takeaway shops

Another police investigation into two takeaway shops in Rochdale, involving 30 adult male suspects, was also aborted prematurely because police bosses failed to resource it and the Crown Prosecution Service (CPS) deemed the main child victim an unreliable witness.

In January 2010, following the launch of a specialist team in Rochdale, a child told a social worker of the wide-scale abuse of children by up to 60 men.

A detective inspector asked for more staff to investigate. However, according to the report, police bosses denied the request.

"Once more, children were left at the mercy of their abusers because of an inadequate response by GMP and children's social care to the serious exploitation of vulnerable children," the report said.

It wasn't until December - more than two years after first being told of abuse centred on two takeaway restaurants - that GMP finally acted, launching Operation Span.

The operation led to the conviction in May 2012 of nine men in a high-profile court case, which heard girls as young as 12 were plied with alcohol and drugs and gang raped in rooms above takeaway shops.

It was hailed at the time as a "fantastic result of British justice" by Greater Manchester Police.

But the report released today found the police operation failed to address numerous other crimes and ignored children's allegations, letting their abusers off the hook.

Convictions 'only scraped the surface' of child abuse

While police and council bosses presented the court convictions as having "resolved" grooming in the town, the reality was that it had "only scraped the surface", the report found.

In fact, the report concludes, the problem was not given "sufficient priority", despite senior and middle managers in the police and children's social care being aware of the scale of abuse involved.

"We regard this as a lamentable strategic failure by senior leaders in GMP and Rochdale Council," the report continues.

It said the failure to prioritise, detect, disrupt or prosecute "should firmly be laid at the door of the senior officers in GMP throughout this period".

Malcolm Newsam CBE, a renowned childcare expert who co-authored the report, said: "Successive police operations were launched, but these were insufficiently resourced to match the scale of the widespread organised exploitation within the area.

"Consequently, children were left at risk and many of their abusers to this day have not been apprehended."

'Lone voices' raised alarm about 'serial rape of countless children'

The Rochdale report follows reports by the same authors on grooming in Manchester and Oldham, which found authorities had again failed children - leaving them in the clutches of paedophile gangs.

Mr Newsam authored the report with Gary Ridgeway, a former detective superintendent, following allegations by whistleblowers Ms Rowbotham and Maggie Oliver, former GMP detective who resigned from the force in disgust, in a BBC TV documentary The Betrayed Girls, which aired in 2017.

The report found Ms Rowbotham and Ms Oliver were "lone voices" who had flagged the clear evidence of "prolific serial rape of countless children in Rochdale".

Ms Oliver has since founded The Maggie Oliver Foundation, a charity supporting adult survivors of childhood sexual abuse.

Speaking at a press conference on Monday, Mr Burnham praised both Ms Rowbotham and Ms Oliver for their "determination and courage" in coming forward.

He also called for bodies involved to launch internal disciplinary action against those responsible for the failings.

Speaking about the report, he said: "It is only by facing up fully and unflinchingly to what happened in all of its horrifying detail, we can be sure of bringing about the whole system culture change that is necessary on this critically important issue."

'Deeply sorry'

GMP has since launched further investigations, which have so far resulted in the conviction of 42 men involved in the abuse of 13 children.

According to Rochdale Council, recent Ofsted inspections have found "the way children at risk of sexual exploitation are protected by Rochdale's children's services has improved".

Both the council and the police say they have overhauled the way they prevent and respond to child sexual exploitation to ensure that victims and survivors are cared for and receive the expected level of service.

Rochdale Council leader Councillor Neil Emmott said: "We are deeply sorry that the people who were at Rochdale Council during the period 2004 to 2013 did not recognise nor acknowledge the very serious failures that affected the lives of children in our borough and failed to take the necessary action.

"I want to reassure the public that those responsible are gone and long gone. No amount of contrition or apology can ever repair the awful damage that was done to the lives of these survivors.

"As the current leader of Rochdale Council I want to repeat the apology we have made previously but also to reassure the public that far more rigorous practices are in place today to protect our children.

"Rochdale was already investigating these historical cases when the Mayor's review began in 2017 and a number are still ongoing and we want to ensure the perpetrators of these crimes are brought to justice.

"We will be ever vigilant in our efforts to ensure these awful failures don't happen again and that children will be protected."

Deputy Mayor for Police, Crime, Fire and Criminal Justice, Kate Green, said: "These reviews have been crucial for giving us a full and objective picture of non-recent child sexual exploitation in various parts of Greater Manchester.

"While this would have been difficult reading for GMP and Rochdale Council, I know they have taken it very seriously. I also know that attitudes and safeguarding practice have moved on."

A YouGov survey of 14,000 people forecasted that the Conservatives will retain just 169 seats, while Labour will sweep to power with 385, giving Sir Keir Starmer a 120-seat majority.

Asked if he believed the Tories could turn the situation around, the Defence Secretary told Times Radio: “Absolutely. Absolutely. And look, the reason I think we can turn it around is because at least people know we have got a plan and we are working to it. There isn’t a plan under Labour.”

Sir Simon Clarke, the Tory former Cabinet minister, responded to the poll by tweeting that the “time for half measures is over”, adding: “We either deliver on small boats or we will be destroyed.”

The poll was published at the start of what could be a key week for Mr Sunak’s premiership as the Rwanda Bill returns to the House of Commons on Tuesday and Wednesday. 

Some Tory MPs on the right of the parliamentary Conservative Party have warned they will vote against the flagship bill unless Mr Sunak accepts their amendments to strengthen it.

The Met Office has warned of 'widespread snow' this week with a number of snow and ice warnings issued across the UK.

In Greater Manchester, sunny weather today (Monday) is set to make way to wintery conditions with snow showers forecast for both Tuesday and Wednesday. Temperatures are set to plummet to below freezing with the mercury dropping to as low as -4C in parts of our region in the early hours.

National Highways has issued a severe weather alert for snow affecting the north west, with road users advised to plan ahead, and some rural communities warned they could be temporarily cut off. A snow and ice warning is in place from 3am on Monday until 9am on Tuesday across Northern Ireland with another for ice in place until 11am on Monday across parts of north east Wales and north west England from Liverpool to the West Midlands.

In Scotland, a similar warning is in place in northern areas until midnight on Monday. The warning area will then spread across the whole of Scotland and into northern England on Tuesday.

Met Office Deputy Chief Meteorologist Chris Bulmer said: "Snow showers from Sunday onwards are most likely to move inland from coasts exposed to northerly winds.

"The focus of snow showers will be over northern Scotland, but parts of the North Sea and Irish Sea coasts may also see some snow at times. There are a couple of weather systems for Tuesday and Wednesday which we are keeping an eye on that bring the potential for disruptive snow for some regions.

"With cold air firmly in place, any weather systems that move across the country next week will bringing mainly snowfall inland. Models are currently showing us a variety of options for both systems and we’ll be able to add more details to in the coming days."

Multiple snow and ice warnings are in place across Britain from today until the end of this week as the country faces travel disruption and power cuts.

The Met Office issued four yellow snow and ice warnings across Scotland, Northern Ireland, northern England and parts of Wales as an Arctic blast is set to bring freezing temperatures across the country.

A snow and ice warning is in place from 3am today until 9am tomorrow across Northern Ireland. In Scotland, a similar warning is in place in northern areas until midnight today.

“We’re looking at a strong northerly wind which is bringing in Arctic airmass which is cold and is bringing in these wintry showers across windward parts,” Met Office meteorologist Liam Eslick said.

The forecaster says there are chances of “disruptive snow” with up to 10cm expected to fall, while temperatures will be about 5 to 6C lower than usual for this time of year.

Drivers were also warned of travel disruptions and some rural communities were told they could be temporarily cut off.

Cold snap prompts Hereford and Plumpton to inspect

Monday’s meeting at Hereford and Tuesday’s fixture at Plumpton are both subject to morning inspections as racecourses across Britain brace themselves for freezing temperatures this week.

While racing over the weekend was unaffected, a forecast for snow and ice in the coming days looks set to have a significant impact on the National Hunt programme.

An 8am precautionary inspection has been called ahead of Hereford’s Monday jumps card, but clerk of the course John Holliday is “optimistic” racing will go ahead.

He said: “We’re due to get down to minus 2C tonight, so it’s not going to be too drastic I don’t think, so I’m pretty optimistic.

“We’ve called the precautionary inspection to be on the safe side. Our biggest problem is it’s not going to get very warm – it’s only due to get up to 3C at about 1pm on Monday and then it starts getting cold again.

“If it’s frozen in the morning I should think we’re in trouble, but I’m fairly confident. We haven’t had a frost yet, so it’s not like we’ve had two or three on the bounce, which is always worse.

“We’ve covered vulnerable areas and most of the hurdles track as well.”

Freezing temperatures prompt weather warnings across Ireland

Weather warnings will be in place for the island of Ireland amid plummeting temperatures of -4C in parts.

The Republic of Ireland’s national weather agency has said it will be very cold overnight on Sunday and into early Monday morning with the danger of icy patches and some freezing fog.

Met Eireann issued a status yellow low temperature and ice warning for every county, cautioning the public that there will be some sleet and snow showers in places.

The warnings were due to come into effect from 7pm on Sunday until 11am on Monday.

Met Eireann advised that lowest temperatures overnight will be between -3 and +1 degrees, possibly colder in the midlands.

Temperatures are forecast to drop further to -4c in parts on Monday and Tuesday night.
