Storm Babet: Amber alert issued as strong winds and heavy rain expected to hit UK

A rare red weather warning has come into place across eastern Scotland, with “exceptionally heavy and persistent rain” causing travel chaos and flooding fears.

An entire town has been evacuated over flooding fears as Storm Babet batters Scotland with landslides and a potentially record amount of rain.

Residents of Brechin in Angus have been ordered to leave after the “danger to life” weather warning was issued, while around 10,000 homes in Scotland have lost power due to the storm.

The red warning for rain is now from 6pm today until noon Friday as “exceptionally heavy and persistent rain” hampers down across eastern Scotland.

In Ireland, the army was deployed after Cork County Council said more than a month’s worth of rain fell in 24 hours, leading to unprecedented flooding.

People were forced to wade through water, and dramatic footage showed one local kayaking down a street, while defence forces supported evacuation measures.

Severe weather warnings for rain and wind have been issued for several UK areas, covering already-saturated parts of Scotland, Northern Ireland, and northern and eastern England.

Scotland’s Deputy First Minister denied that residents should have been evacuated from areas expected to be hit by Storm Babet sooner.

Speaking to BBC Radio Scotland, Shona Robison described it as a “moving situation”.

She said: “The services are doing their best to act as quickly as they can.

“Everybody is working very, very hard to make sure particularly those vulnerable people are supported to leave their homes.

“Those that are vulnerable will be put up in hotel accommodation.”

Scotland’s Deputy First Minister Shona Robison described Storm Babet as a “very serious situation”.

Speaking to BBC Radio Scotland, she said: “Red warnings are not often issued by the Met Office so it’s very important that people pay attention to those.

“People should check in with Police Scotland or Transport Scotland to make sure they know whether their area is covered.

“People should absolutely not travel in those areas.”

Hundreds of residents have been told to evacuate their homes amid a red weather warning as Storm Babet sweeps across Scotland.

Angus Council is evacuating more than 400 homes in the red weather warning area “for their own safety”, with three rest centres set up.

Two further rest centres are being prepared in Aberdeenshire, for residents unable to remain in their homes.

The Met Office has extended the weather warning from the initial warning area to cover the area north of Perth and Aberfeldy.

Financial package could be more than allocated 10 million euro, says Varadkar

Leo Varadkar said he would not be able to say how much the financial package for Storm Babet damages would be, but said there could be potential for it to be more than the 10 million euro the Irish government has initially allocated.

“There’s an initial allocation of 10 million to help families and businesses that are affected, and clubs and voluntary organisations too, but it’s not capped at 10 million, that’s just the initial allocation that’s made,” the Taoiseach.

“What I’ve asked the council to do, is to really carry out an assessment of the damage to the public infrastructure, in particular the roads and bridges, send it in to us and then we’ll have to make a special allocation to cover that.”

Irish government will offer financial package to flooded homes and businesses

Taoiseach Leo Varadkar has said the government will be offering a financial package to homes and businesses damaged in floods during Storm Babet.

Mr Varadkar visited some affected in Midleton, Co Cork.

“It’s very, very hard to know what to say. I visited a few places affected by floods in the past but this is particularly bad,” he said.

“Water levels rose very high, the water came very quickly, and of course, a lot of the water is dirty. So a lot of damage done here is to homes as well.

“But we’re not just here as a government to just to express solidarity, we’re here to help.

“So we’re putting in place a financial package to help homes that are affected, businesses that weren’t insured – clearly a lot of damage to roads and bridges as well and they’re going to need to be repaired.

“So we’re going to make sure that that help’s on the way and finally, just really want to express my thanks to all of the people who work in the emergency services, the public services, all the volunteers.”

Storm causes funerals to be postponed until next week- Aberdeenshire Council

Funerals have been postponed until next week by Aberdeenshire Council due to Storm Babet.

Leisure centres, recycling centres, and vaccination centres all closed early due to the red weather warning, and will be shut on Friday.

Rest centres were set up at Stonehaven Community Centre and Mearns Campus at Laurencekirk in a “proactive approach to safeguard community health and wellbeing” in anticipation of the worst weather.

Preparations are being made for additional rest centres in Aberdeenshire, and the local authority is looking into providing food for those who use them.

Burials are being postponed until “at least Monday next week”, as the council said “it is neither safe for mourners or staff”.

UK weather latest: Town evacuated as Storm Babet hits Scotland - The Telegraph

Residents of a Scottish town have been evacuated over flooding fears as Storm Babet hits the UK.

Around 350 residents living in Angus were ordered to leave after a red weather warning was issued.

The council went door to door making sure locals in the Brechin River and South Esk areas were complying.

Severe weather warnings are in place in parts of England, Scotland and Northern Ireland.

A red weather alert covering the areas surrounding Dundee and Aberdeen has also been issued from 6pm on Thursday until midday on Friday. 

It marks the first time since Storm Dennis in February 2020 that such a warning has been put in place.

Schools in parts of Scotland will close at lunchtime today after “danger to life” warnings have been issued for Storm Babet.

It comes as a rare red weather warning has been issued in parts of the UK braces, with downpours expected to cause severe flooding and disruption in parts of the country between Thursday and the weekend.

Severe weather warnings for rain and wind have been issued for several areas of the UK, covering already-saturated parts of Scotland, Northern Ireland, and northern and eastern England.

In Angus, an area north of Dundee and up to the Cairngorms, the local council works to “preserve life”.

The Irish army has been deployed in parts of Cork while Scotland is bracing itself for torrential rain and floods as Storm Babet sweeps across parts of the country.

Clean-up underway after flooding swamps Irish towns

A major clean-up operation is under way after flooding swamped several towns and villages in Ireland during Storm Babet.

Counties Cork and Waterford on the southern coast of the island were worst hit, with some areas still under water on Thursday morning.

Members of the Irish Defence Forces were deployed as part of the response to the floods.

The army and civil defence units supported evacuation measures in the town of Midleton in Co Cork, where more than 100 properties were flooded.

A number of businesses, including a prominent supermarket, were damaged by the rapidly rising water levels.

While the floods have since receded, almost 500 electricity customers in Midleton remained without power on Thursday morning, with network engineers from ESB working to restore supply.

'Apocalyptic' flooding causes 'carnage' across Cork County leaving people stranded

Cork county minister Simon Coveney said the flooding had "caused carnage" across the area while environment minister Eamon Ryan said his "heart goes out to all the residents and businesses" affected following Storm Babet.

Independent councillor for East Cork Liam Quaide said the scenes of flooding on Mill Street and Main Street in Midleton were "apocalyptic".

"My wife and I were bringing our daughter home from CUH today and we got stranded for several hours with many other local residents on the outskirts of town as both roads home were off limits. We tried a couple of perilous detours and had to turn back," Mr Quaide told the PA news agency.

"The scenes of devastation in Midleton today were an ominous sign of what is ahead of us as a nation if we don't double down on climate mitigation and adaptation."

"I'd like to commend the heroic work of Cork County Council staff, the Fire Service and Civil Defence Forces who worked around the clock evacuating and providing assistance to many people in distress."

Thursday weather forecast for UK

As Storm Babet lashes the country with two months’ worth of rainfall between Thursday and Saturday, the Met Office is predicting Thursday to be wet and windy for most of the country.

The forecaster says heavy and prolonged rainfall is expected across parts of Scotland with many areas under red and amber alerts, leading to flooding in places, especially in the east.

However, the rest of the UK will still see some mild sunny spells disrupted by heavy thundery showers in between.

The day will remain windy for all, with severe gales across Scotland.

Overnight, heavy rain will begin arriving across the southeast overnight, spreading to most areas by dawn.

Stay at home warning issued for red weather alert areas

People in parts of Scotland that are under red alert have been urged to avoid travel and stay at home as Storm Babet is expected to bring severe flooding and disruption.

Schools in Angus will close at lunchtime on Thursday and remain closed on Friday.

The red warning states there is "danger to life from fast flowing or deep floodwater" in Aberdeenshire and Angus, with extensive flooding and road closures also expected, as well as warning of wind gusts in excess of 70mph (113km/h) affecting coastal areas.

It also warned of collapsed or damaged buildings and power cuts, and said some areas could be cut off for days.

A heatwave in mid-July 2022 saw temperatures reach unprecedented levels in many parts of the UK, passing 40C for the first time on July 19.

Storm Eunice, February 2022

Two red warnings for wind were issued for Storm Eunice, covering areas of south-west and south-east England.

It was the most severe and damaging storm to affect England and Wales since 2014, with winds of more than 81mph in exposed coastal locations and a gust of 122mph recorded on the Needles off the coast of the Isle of Wight.

Transport Scotland advises public to avoid travel

Transport Scotland has advised the public to avoid travel in red warning areas and to expect a high risk of disruption in the amber areas.

Operator manager Stein Connelly said: “People need to plan ahead and be prepared. Avoid travel unless essential. If you do need to travel, check before your travel as your journey is likely to be affected by these latest severe weather warnings.

“For those in Angus and South Aberdeenshire, the advice is clear – do not travel during the period the red warning is in effect. The rain is expected to present some really challenging conditions.

“The Multi Agency Response team will be in operation to monitor conditions and co-ordinate our response. However, the public can play a key role by planning ahead.“

The latest Police Scotland advice is to expect a high risk of disruption across central and the north east of Scotland. Police are also asking people not to travel across the areas of Angus and South Aberdeenshire.

Grace Fisher: Police appeal over missing girl as man arrested - Sky News

Police have appealed for information to find a 16-year-old girl who went missing in Kent.

Grace Fisher has not been seen since Friday 13 October when she was spotted with a man in Chatham town centre between 6.30pm and 6.53pm.

Officers said a man in his 20s had now been identified and arrested following a public appeal.

Grace's whereabouts are still unknown.

Detective Inspector Scott Relf said: "We are still very keen to speak to Grace to ensure she is safe and well and, if she is reading this, I urge her to get in touch with us."

Grace is from Gillingham.

Police are urging anyone who knows where she is to call 999 quoting reference 13-1191.

Rishi Sunak lands in Israel as world leaders seek de-escalation - BBC

Rishi Sunak has said he is looking forward to meetings with Israeli leaders after landing in Tel Aviv.

Speaking at the airport, the PM said he hoped his conversations with Israeli PM Benjamin Netanyahu and President Isaac Herzog would be "productive".

His visit comes right after President Biden's as world leaders step up efforts to prevent the conflict with Hamas spilling into the wider region.

Mr Sunak will use his two-day visit to press for humanitarian aid in Gaza.

"I am in Israel, a nation in grief," the prime minister said on social media after landing. "I grieve with you and stand with you against the evil that is terrorism. Today and always."

He is due to meet Mr Netanyahu and Mr Herzog later and, among other things, offer his condolences for the civilians killed so far during the war. He will then go on to visit other regional capitals.

The trip, which follows German Chancellor Olaf Scholz's on Tuesday and Mr Biden's 24 hours later, suggests a united front between the Western leaders.

They are part of what is known diplomatically as the Quint - a group made up of the US, UK, Germany, France and Italy - the leaders of which spoke shortly after Hamas's attack on Israel earlier this month.

French President Emmanuel Macron will be the next to visit Israel - he is expected in the coming days.

Those around Mr Sunak have said his visit will focus on physically showing solidarity with Israel, pressing for humanitarian aid to reach people in Gaza and emphasising face to face the need for Israel's approach to a ground invasion to be "measured and calm."

Mr Biden's visit was overshadowed by a deadly blast at a hospital in Gaza City on Tuesday.

He said the blast appeared to have been caused by a failed rocket launched by Palestinian militants, backing Israel's account of the incident.

But Palestinian officials said an Israeli air strike hit the hospital.

At Prime Minister's Questions on Wednesday, Mr Sunak said British intelligence services were working to establish who was behind the blast, telling MPs not to "rush to judgment".

In a later statement, Mr Sunak said: "The attack on Al-Ahli Hospital should be a watershed moment for leaders in the region and across the world to come together to avoid further dangerous escalation of conflict.

"I will ensure the UK is at the forefront of this effort."

The remainder of the Prime Minister's trip remains uncertain - a swirl of security and diplomatic moving parts means his precise itinerary is in flux.

On the eve of Mr Sunak's trip, hundreds of protesters attended a vigil outside Downing Street in London for those killed in the hospital blast.

Elsewhere in the capital, King Charles made an impassioned plea for religious tolerance and mutual respect, against the background of "international turmoil" in Israel and Gaza.

The prime minister's trip comes after Israeli warnings of a ground offensive in Gaza, where there is concern over the humanitarian situation.

Israeli warplanes and artillery have been bombarding Gaza since more than 1,400 people were killed in the unprecedented Hamas attack on Israel on 7 October.

More than 3,000 people have been killed in numerous air strikes against Gaza by the Israeli military.

Since Hamas's attacks, Israel has blocked fuel, water, food and medical supplies from entering the territory and is demanding the release of scores of hostages taken into Gaza by Hamas.

More than a million people have been displaced inside Gaza, which is one of the world's most densely populated territories, where supplies of essentials are in short supply.

President Biden said an agreement had been reached with Israel to allow humanitarian aid to move from Egypt into Gaza. But Israel said it would not allow any aid to pass through its own territory until hostages being held by Hamas are released.

Mr Sunak said the UK was working "round the clock" to free hostages taken by Hamas.

At least seven British nationals have been confirmed dead following the attack on Israel.

The UK government said nine more UK nationals remained missing.

Meanwhile, Foreign Secretary James Cleverly will meet leaders in Egypt, Turkey and Qatar in the coming days to seek support for a peaceful resolution in Israel and Gaza.

The foreign secretary will push for an agreement on humanitarian access to Gaza, and the release of British hostages held by Hamas.

PMQs: Rishi Sunak urged to back call for Israel and Gaza ceasefire - BBC

Prime Minister Rishi Sunak is being urged to call for a ceasefire to protect civilians in Israel and Gaza.

More than 40 MPs have backed the calls to prevent further loss of life and allow access to medicines, food, fuel and water to Gaza.

During PMQs, SNP Westminster leader Stephen Flynn asked Mr Sunak if he would join calls for an immediate ceasefire.

In response, the prime minister said Israel had "a right to defend itself".

"We believe that Israel does have a right to defend itself, to protect its people, and to act against terrorism and ensure that the awful attack that we've seen from Hamas cannot happen again," he told MPs.

"Unlike Hamas, the Israelis, including the president, have made it clear that their armed forces will operate in accordance with international law.

"And we will continue to urge the Israelis to take every precaution to avoid harming civilians."

Later, the PM's official spokesman said Mr Sunak does not think it is the right time for a ceasefire, as Israel is working to "recover hostages who have been seized by a terrorist organisation".

Speaking in the Commons, Foreign Secretary James Cleverly said "all reasonable people" wanted the situation to be resolved quickly but that Israel was "forced to engage [in the conflict] because of the mass murder in their country".

He added: "Calls for ceasefires are all well and good but I have seen nothing which leads me to believe Hamas would respect calls for a ceasefire."

Labour leader Sir Keir Starmer said MPs must "strive to speak with one voice in condemnation of terror, in support of Israel's right to self-defence", as well as backing humanitarian access to those suffering in Gaza and the upholding of international law.

He added that medicines, food, fuel and water must be allowed into Gaza immediately.

Asked if Sir Keir supported calls for a ceasefire, a spokesman for the Labour leader said: "We have repeatedly said that Israel has the right to defend itself and has the right to act to retrieve hostages."

Labour MP Richard Burgon has laid a parliamentary motion calling for an immediate ceasefire, the release of Israeli hostages, and "unfettered access" to humanitarian aid for civilians.

The motion is supported by more than 25 Labour MPs, former Labour leader Jeremy Corbyn, who now sits as an independent, as well as MPs from other parties including the Conservatives, the Scottish National Party and Plaid Cymru.

Aid agencies and United Nations general secretary Antonio Guterres have also called for a ceasefire in the region and for emergency supplies to be allowed into Gaza.

Mr Sunak said it was right to support the Palestinian people "because they are victims of Hamas too".

The PM highlighted an extra £10m of UK humanitarian aid which has been announced, and said he had also raised humanitarian access in "all of my conversations, as a priority, with every leader in the region".

British officials are working to secure the opening of the Rafah crossing to allow UK citizens to flee to Egypt and for humanitarian aid to get into Gaza.

It comes after an explosion at a hospital in Gaza City on Tuesday, which killed nearly 500 people, according to Palestinian health officials.

Hamas said the blast was caused by an Israeli air strike but the Israeli military say it was the result of a failed rocket launch by Palestinian Islamic Jihad - an accusation the militant group rejected.

Mr Sunak said British intelligence services had been working rapidly to independently establish who was behind the blast.

He urged MPs not to "rush to judgment before we have all the facts on this awful situation".

Israeli warplanes and artillery have been bombarding Gaza in response to an unprecedented attack on Israel on 7 October by the main Palestinian militant group, Hamas, which killed 1,300 people.

More than 3,000 people have been reported killed by strikes on Gaza.

Since Hamas's deadly attacks, Israel has blocked fuel, water, food and medical supplies from entering the territory and is demanding the release of scores of hostages taken into Gaza by the militants.

Mr Sunak said the UK was working "round the clock" to free hostages taken by Hamas.

Downing Street said nine more UK nationals remained missing.

Rishi Sunak has failed to endorse cross-party calls for a cessation of hostilities between Israel and Hamas.

In response to a question from the SNP Westminster leader Stephen Flynn, the prime minster said Israel has a "right to defend itself, to protect its people and to act against terrorism and ensure that the awful attack we've seen from Hamas cannot happen again".

He added: "And unlike Hamas, the Israelis, including the president, have made it clear that their armed forces will operate accordance with international law. And we will continue to urge the Israelis to take every precaution to avoid harming civilians."

Mr Sunak's words came after more than 30 MPs supported calls for an immediate cessation of hostilities between both sides to protect further loss of civilian life.

Thirty-seven MPs, including 26 from Labour, backed an early day motion urging Mr Sunak and his Foreign Secretary James Cleverly to "press all parties to agree to an immediate de-escalation and cessation of hostilities, for the release of the Israeli hostages, an end to the total siege of Gaza and for unfettered access of lifesaving humanitarian aid".

The motion, which was also signed by Conservative MP and father of the house Sir Peter Bottomley, said that parliament "utterly condemns the massacre of Israeli civilians and taking of hostages by Hamas" and that it agrees with the UN that "these horrific acts do not justify responding with the collective punishment of the Palestinian people".

It said the UK must use its influence "to help protect civilians, to ensure adherence to international humanitarian law and to guarantee civilians have access to critical life-saving humanitarian support".

The motion today came following reports of discontent within the Labour Party at Sir Keir Starmer's initial response to Israel's bombardment of Gaza, which came following the terrorist attack by Hamas which killed more than 1,400 Israelis.

In response to the deadly assault, Israel has carried out multiple airstrikes in Gaza in a bid to eliminate the terror group's senior figures. It also limited supplies of water and power to the area, which is home to 2.2 million civilians.

In an interview with LBC after the attack last weekend, the Labour leader said Israel "has the right" to withhold power and water from Gaza, before adding: "Obviously, everything should be done within international law."

His words have reportedly caused unhappiness among some Labour councillors, some of whom have resigned in protest - including Amna Abdullatif, the first Arab Muslim woman elected to Manchester City Council, and Russell Whiting in Colwick.

One Labour councillor told Sky News that the leader's office had been holding telephone conferences with council leaders to get feedback on the situation locally.

"No one has told me of any threat of 'mass resignations' but clearly a lot of councillors were not happy with the initial front bench response, which many saw as a free pass to Israel to take whatever action they wanted to do," they said.

In a bid to address the issue, Sir Keir has written to Labour councillors in which he expressed sympathy for the situation of civilians living inside Gaza.

In the letter, seen by Sky News, the Labour leader said Gaza was facing a "humanitarian emergency".

"There must be humanitarian corridors and humanitarian access, including food, water, electricity and medicines. And there must be proper protection for all those who work selflessly so aid can be delivered to victims.

"This is an urgent situation and innocent Palestinians need to know the world is not simply watching, but acting, to prevent a humanitarian catastrophe."

He said he was "acutely aware of the shocking rise in Islamophobia, and antisemitic attacks," adding: "I know some of you have yourselves been victims."

Calls for a ceasefire have mounted today in response to the bombing of a hospital in Gaza, which Palestinian officials say has killed at least 500 people.

Israel has denied any involvement and said the blast was caused by a misfired rocket launched by the Palestinian Islamic Jihad (PIJ) group - which also has rejected responsibility.

Downing Street said today it was "deeply irresponsible" to jump to conclusions over the explosion at al Ahli hospital.

The prime minister's official spokesman said "no-one should be taking at face value the word of a terrorist organisation" after Hamas blamed the Israeli military for the blast.

And asked whether the prime minister did not think the moment is right for a ceasefire, the spokesman said "part of Israel's work is to recover hostages who have been seized by a terrorist organisation".
