By-elections: Rishi Sunak says next election is not a done deal

Rishi Sunak has held on to Boris Johnson’s former seat in Uxbridge- a win widely seen as a result of Ulez - despite suffering two painful by-election blows.

The race in the former PM’s constituency went down to the wire as a recount in the small hours of Friday – but it was Mr Sunak’s party who clung on, saving him from a “disastrous” triple by-election defeat in something of an embarrassment for Sir Keir Starmer.

Angela Rayner suggested Labour did not win in Uxbridge and South Ruislip because it did not “listen to the voters”’ concerns about Ulez.

“I think one of the things we have to reflect on today is not only the mood against the Tories, but also the decision in Uxbridge was related to Ulez.

“The Uxbridge result shows that when you don’t listen to the voters, you don’t win elections.”

Labour overturned the Tories’ 20,000 majority in Selby and Ainsty in the largest swing since months prior to Tony Blair’s 1997 landslide.

In Somerton and Frome, the Lib Dems also overturned the Tories’ 19,000 majority, winning by 11,000 votes.

Steve Tuckwell ‘privileged and humbled’ by Uxbridge win

Tory Steve Tuckwell said: “I’m incredibly privileged and humbled to have been elected as the MP for Uxbridge and South Ruislip.

“It’s the place where I was born, the place where I was raised, the place where I have a family and it’s the place where I’ve spent all 54 years of my existence.”

He said prime minister Rishi Sunak congratulated him and “was just sharing the celebration of a great success” during his visit to the west London seat.

Voters ‘don’t like Labour being in power’, claims Tory chair

Tory chairman Greg Hands said the party’s win in Uxbridge “surprised everybody” and said the result shows “the electorate don’t like Labour being in power and running things badly”.

“I think the most important takeaway from this is that the electorate don’t like Labour being in power and running things badly,” he told Times Radio.

Mr Hands told Radio 4’s Today programme that Labour’s struggle with Ulez showed they had failed to “go with the grain of human nature”.

The Tory chair insisted that the Tories were not opposed to what David Cameron used to “green crap”, but he refused to say whether it was an opportunity for the party to change tack on the environment and green taxes.

The prime minister chatted to people sitting at the tables, celebrating the result which saw Mr Tuckwell hold on with a majority of just 495, down from the 7,210 Boris Johnson secured in 2019.

“Are you all pumped?” Mr Sunak said to one group as he thanked Tory campaigners.

He also joked: “Normally when I get woken up at three in the morning it’s only bad news. So, it was a welcome change.”

Polling expert says Tories are in ‘deep electoral trouble'

Polling expert Professor Sir John Curtice has said the Tories are in “deep electoral trouble” following their by-election defeats.

He told BBC Radio 4’s Today programme: “Taken in the round, these by-election results do suggest that the Conservatives remain in deep electoral trouble, as the opinion polls have been telling us.”

Across the three seats contested, the Conservative vote was down 21 percentage points which is comparable to the national polling, he said.

He said Labour must ask why its hold on the electorate is “apparently so weak” that when a local issue like the Ulez ultra low emission zone in Uxbridge comes up they “don’t perform as they should”.

UK byelection results: Labour routs Tories in Selby and Ainsty but falls short in Uxbridge - The Guardian

The Labour party has won its biggest ever byelection victory by overturning a 20,000-vote Conservative majority in Selby and Ainsty, sending a 25-year-old to parliament.

But Keir Starmer’s party failed to win Uxbridge and South Ruislip, Boris Johnson’s old constituency. The Conservatives held on to the outer London seat with a majority of 495, the only bit of good news in an otherwise miserable night for Rishi Sunak.

The Liberal Democrats romped to victory in Somerton and Frome, in a contest triggered by the resignation of scandal-hit David Warburton. Sarah Dyke, the cabinet member for the environment on South Somerset district council, won with a majority of 11,008 over the Conservatives.

The Green party came a distant third in all three byelections.

Greg Hands, the Conservative chair, said the party was disappointed by the Selby result, arguing this was “driven largely by Conservative voters – previous Conservative voters – staying home”.

While the overall byelection results spell bad news for the Tories – polling expert ProfSir John Curtice said the party was “deep electoral trouble” – Labour’s delight was tempered by its failure to take Uxbridge.

Labour figures blamed the decision of the London mayor, Sadiq Khan, to extend the ultra-low emission zone (Ulez) pollution scheme to outer areas of the city, including Uxbridge, the key Tory campaign in the area.

Labour’s deputy leader, Angela Rayner, hinted that the party thought Khan should rethink the policy. She to BBC Breakfast: “I think one of the things we have to reflect on today is not only the mood against the Tories, but also the decision in Uxbridge was related to Ulez.

“The Uxbridge result shows that when you don’t listen to the voters, you don’t win elections.”

Ed Davey, the Liberal Democrat leader, said the party’s win in Somerton and Frome showed it was “firmly back in the West Country”.

Selby’s new MP is 25-year-old Keir Mather, a former researcher for the shadow health secretary, Wes Streeting, who was named after the first leader of the Labour party, Keir Hardie. Mather won by 4,161 votes.

Mather will become the “baby of the house” as the youngest MP in the Commons. In his victory speech, he said that “thousands of votes were in Labour’s box for the first time” and declared: “In this campaign we have rewritten the rules on where Labour can win.”

Starmer said: “This is a historic result that shows that people are looking at Labour and seeing a changed party that is focused entirely on the priorities of working people with an ambitious, practical plan to deliver.

“Keir Mather will be a fantastic MP who will deliver the fresh start Selby and Ainsty deserves.”

Labour had been expected to comfortably win Uxbridge, where Johnson’s majority had dwindled to 7,210 in the 2019 general election – his first as prime minister.

There was sufficient disbelief in the Labour camp that they had not in fact won the byelection that party officials demanded a recount. The second round delivered the same result: a slim Conservative victory.

Former postman Steve Tuckwell, the local Conservative councillor who will take Johnson’s place in Westminster, had said the vote was a “referendum” on Ulez.

In his victory speech, Tuckwell referenced the mayor of London’s decision to expand the zone, where people have to pay a £12.50 daily fee to drive if their car does not meet emission standards. “Sadiq Khan has lost Labour this election,” said Tuckwell.

There was a 6.7-percentage point swing in the share of the vote from Conservative to Labour in Uxbridge and South Ruislip. Labour needed a 7.6-point swing to take the seat.

The byelection was triggered by Johnson’s shock resignation after the Commons privileges committee recommended a lengthy suspension from parliament for knowingly misleading parliament about lockdown parties in Downing Street.

In Selby, the Conservatives blamed the outgoing MP, Nigel Adams, for their defeat. The Liberal Democrats have gained four seats from the Conservatives at byelections this parliament, after winning Chesham and Amersham and North Shropshire in 2021, and Tiverton and Honiton last year.

In her victory speech in Somerset, Dyke thanked lifelong Conservative voters for switching to the Lib Dems for the first time.

The Lib Dems won 21,187 votes with a 28-point swing, while the Tories achieved their worst result in the history of the seat with 10,179 votes and 26% of the vote. The Greens came third, with Reform UK fourth and Labour fifth.

Labour has gained two seats in byelections since the 2019 general election, after its 2022 win in Wakefield.

Labour’s win in Selby exceeds both the national 12-point swing the party needs for an overall majority at the next general election and the 16-point swing suggested by recent polls.

Gaining Selby sets a record for the size of majority overturned by Labour at a byelection, according to Dr Hannah Bunting and Prof Will Jennings, Sky election analysts. The highest majority the party has overturned at a byelection is 14,654 votes in Mid Staffordshire more than 30 years ago.

Of the three byelections, turnout was highest in Uxbridge and South Ruislip, with 46.11% of the electorate casting a ballot. It was 44.12% in Somerset and 44.77% in Selby.

By-election results live: Labour win Selby after Tories cling on in Uxbridge and Lib Dems take Somerton - The Telegraph

Labour have shattered a huge Tory majority in the Selby and Ainsty by-election in a damaging defeat for Rishi Sunak.

Overturning a majority of more than 20,000, Sir Keir Starmer’s party won the Yorkshire seat by more than 4,000 votes.

In a further blow to the prime minister, the Conservatives lost their Somerton and Frome seat to the Liberal Democrats.

However, Labour’s celebrations were dampened after the party failed to take the Uxbridge and South Ruislip seat from the Conservatives.

After a recount was ordered, the Tories narrowly held on to Boris Johnson’s former seat by 495 votes.

Nigel Farage gets apology from banking boss in Coutts row - BBC

Banking boss Dame Alison Rose has apologised to Nigel Farage for "deeply inappropriate" comments made about him in a document on his suitability as a Coutts customer.

The boss of NatWest Group said in a letter to Mr Farage that the comments did not reflect the bank's view.

UKIP's ex-leader has said his Coutts account was closed because the bank did not agree with his political views.

Mr Farage said Dame Alison should now be questioned by MPs about the issue.

Dame Alison's apology came after the government announced new plans to force banks to explain account closures.

She said that as well as apologising to Mr Farage, she was "commissioning a full review of the Coutts' processes" on bank account closures. Coutts, a private bank, is owned by the NatWest Group.

In the letter to Mr Farage she said she believed "very strongly that freedom of expression and access to banking are fundamental to our society and it is absolutely not our policy to exit a customer on the basis of legally held political and personal views".

The 40-page document, published by the Daily Mail, included minutes from a meeting in November last year reviewing his suitability as a client.

It stated continuing to have Mr Farage as a customer was not consistent with Coutts's "position as an inclusive organisation" given his "publicly stated views".

It mentioned Mr Farage's retweet of a Ricky Gervais joke about trans women and his friendship with tennis player Novak Djokovic, who is opposed to Covid vaccinations.

It gave several examples, including his comparing Black Lives Matter protesters to the Taliban, and his characterisation of the RNLI as a "taxi-service" for illegal immigrants, to flag concerns that he was "xenophobic and racist".

On Thursday Dame Alison also reiterated her offer to Mr Farage of alternative banking arrangements with NatWest and said she wanted to ensure they provide "a better, more transparent experience for all our customers in the future."

Following her apology, Mr Farage was asked if he thought that she should now resign.

"I think what needs to happen is the Treasury select committee needs to reconvene, come out of recess, and let's give her the opportunity to tell us the truth," he told reporters.

Mr Farage also said the Telegraph had reported how the BBC's business editor Simon Jack had sat next to Dame Alison at a dinner on 3 July and the next day he had then been called by Mr Jack and told "the reason my bank account had been closed was that I had insufficient funds in the account."

He said: "I want to know, did Alison Rose breach my client confidentiality? Did she break GDPR rules?"

Plans to boost transparency

The apology to Mr Farage came after the Treasury announced plans to subject UK banks to stricter rules over closing customer accounts.

Banks will have to explain why they are closing accounts and they will have to give a notice period of 90 days before closing an account, to allow people more time to appeal against the decision.

The new rules are likely to be brought in after the summer, the BBC understands.

The changes will not take away a bank's right to close accounts of people deemed to be a reputational or political risk.

Instead, it will boost transparency for customers, the Treasury said.

Treasury minister Andrew Griffith said: "Banks occupy a privileged place in society and it is right that we fairly balance the rights of banks to act in their commercial interest with the right for everyone to express themselves freely."

Dame Alison said she welcomed the plans and would implement the recommendations.

The Treasury began looking at the issue in January after PayPal temporarily suspended several accounts last year.

On Wednesday Rishi Sunak warned it "wouldn't be right if financial services were being denied to anyone exercising their right to lawful free speech".
