Live Surbiton attempted murder arrest after two people stabbed - Surrey Live

A man has been arrested on suspicion of attempted murder after two people were stabbed on Sunday (July 9). Two people were attacked at around 1.45pm, said Surrey Police.

One person is believed to have been assaulted at the Crowne Plaza Hotel in Portsmouth Road while the other man was attacked at the BMW garage next door, in Surbiton.

Police believe it was an isolated incident. The arrested man is currently being held in custody. Surrey Police had alerted members of the public to an "incident" earlier and warned people to "stay away".

Just Stop Oil deny disrupting George Osborne wedding - BBC

Just Stop Oil have said they were not responsible for an incident at ex-chancellor George Osborne's wedding, which saw a protester throw orange confetti over the newly married couple.

The protest was similar to those carried out by the environmental group.

But, a spokesperson told the BBC they did not know the protester's identity.

The group had posted a clip from news agency PA on Twitter with the message: "You look good in orange George Osborne."

In the video a woman in a smart floral dress approaches George Osborne and Thea Rogers as they leave the church and begins throwing confetti, taken from a union jack paper bag.

In a statement the group said: "If it was a form of protest (which is yet to be established) we applaud it and thank the person concerned.

"It was peaceful and not especially disruptive but got massive media attention for Just Stop Oil's demand."

The group added that the media should focus on more important issues including the government's decision to licence over 100 new oil and gas projects and wildfires in Canada.

It came as an email, widely-shared online, made several unsubstantiated claims about Mr Osborne's private life.

Reports suggest Mr Osborne has contacted the police about the email.

Around 200 people, including ex-Prime Minister David Cameron and Levelling Up Secretary Michael Gove attended the ceremony in the village of Bruton, Somerset.

Mr Osborne was previously married to Frances Osborne, but the pair divorced in 2019 after 21 years of marriage.

Ms Rogers previously worked as an adviser to Mr Osborne, and in 2016 was awarded an OBE for her work.

Car stranded and trampoline park flooded as torrential rain batters Cheshire - Cheshire Live

Two people had to be rescued from floodwater while a trampoline park and a shopping centre were among the many buildings affected by the torrential rain that battered Cheshire.

There were numerous problems in the Saltney area of Chester caused by the heavy downpours which hit after 4pm yesterday (July 8), while Flip Out Chester was forced to close as the rain hammered through the roof. There were similar problems with water coming through the roof at B&Q in Chester as well as at both McDonald's and Freedome trampoline park at Cheshire Oaks.

Videos and images of the flooding have been shared across social media, with the Port Arcades Shopping Centre also among those impacted, as water built up at floor level.

Cheshire Fire and Rescue Service sent two engines from Chester, along with the rescue boat, to River Lane in Saltney shortly after 5pm. It said: "Firefighters rescued two individuals from a car that had become stranded by flood water in River Lane, Chester."

Prior to that, the crews had been called to reduce the level of floodwater affecting a courtyard and four adjoining properties in Chester Street, Saltney. Around an hour later, firefighters had to use a main pump to remove floodwater from the basement of a hotel on the same road.

Flooding hits Flip Out Chester

The road had to be closed off by police due to not only heavy flooding but a fallen tree blocking the route at the junction with Boundary Lane and River Lane. A tree also fell on Parkgate Road.

Meanwhile Flip Out was forced to shut as the storms hit with customer Daniel Symes capturing the moment the water rained down on those inside. The venue posted: "Due to the torrential rain, parts of our arena have unfortunately been flooded and we’ve had to close."

Flip Out has issued an update today confirming that it has been forced to stay closed, but hopes to reopen tomorrow. It said via Facebook: "Unfortunately we will remain closed today due to the damage caused by the adverse weather yesterday.

"We hope to be able to open as normal at 4pm tomorrow. Please check our social media for further updates. If you have a booking with us today, a member of our Customer Contact Centre will be in touch. We apologise for any inconvenience this may cause."

Wimbledon school crash: Residents and former pupil pay tribute - BBC

A former pupil and residents near a school where an eight-year-old girl died when a Land Rover crashed through a wall have been paying tribute.

Flowers and tributes have been left at the Wimbledon school after police removed the cordon.

Several people including a baby girl were taken to hospital after the incident at The Study Preparatory School on Thursday.

An eight-year-old girl and a woman in her 40s remain in a critical condition.

A 46-year-old woman who was arrested on suspicion of causing death by dangerous driving has been released on bail.

Amelia, 19, attended The Study Preparatory School in 2015. She and her brother laid flowers down on Saturday afternoon to pay their respects.

"I think the Study is a tightly knit community, it's quite a small school so even after people left, we are all together," she said.

"We came to pay our respects because it's not just a school, it's a community as well."

Max Austin, a councillor for Wimbledon, said his sister also used to attend.

"This is normally a very happy time here, everything is decorated for the tennis, the kids will get involved with it and the schools. There's a sort of crude juxtaposition between the festive atmosphere here in Wimbledon and now this," he said.

In a statement released earlier Selena was described by her family as an intelligent and cheeky girl. An end-of-term tea party had been taking place at the south-west London school when the Land Rover crashed through the fence and into a building.

Parents with a young child paid their respects at the scene of the crash and said everyone had been affected by it.

"Everyone is questioning how it could've happened," they said.

Thomas Barlow, a councillor for Wimbledon Village, said everyone was shocked and it was horrendous it could happen on the last day of term.

"The whole village is in shock, a lot of the people had connections to this school," he said.

Scottish Government calls for decriminalisation of all drugs for personal use - STV News

The Scottish Government has called for the decriminalisation of all drugs for personal use.

Ministers in Scotland want the UK Government to agree to proposals that they claim will save lives.

Speaking at a press conference on Friday, Scotland’s drugs policy minister Elena Whitham called for a public health approach to tackling the drugs crisis.

She said discrimination would mean people found in possession of drugs were “treated and supported rather than criminalised and excluded”.

Drug laws are currently reserved to Westminster.

Whitham urged the UK Government to either devolve the powers on drugs to Holyrood or back proposals to decriminalise them.

The proposals were laid out in a new Scottish Government paper on drug law reform.

Other proposals include immediate legislative changes to allow Scottish ministers to implement harm reduction measures such as supervised drug consumption facilities, and increased access to the life-saving drug naloxone.

She said: “These are ambitious and radical proposals, grounded in evidence, that will help save lives.

“We want to create a society where problematic drug use is treated as a health, not a criminal matter, reducing stigma and discrimination and enabling the person to recover and contribute positively to society.

“While we know these proposals will spark debate, they are in line with our public health approach and would further our national mission to improve and save lives.

“We are working hard within the powers we have to reduce drug deaths, and while there is more we need to do, our approach is simply at odds with the Westminster legislation we must operate within.

“These policies could be implemented by the Scottish Government through the devolution of further, specific powers to Holyrood including the Misuse of Drugs Act 1971 – or through independence.

“An immediate way for these policies to be enacted would be for the UK Government to use its existing powers to change its drug laws.

“Scotland needs a caring, compassionate and human rights informed drugs policy, with public health and the reduction of harm as its underlying principles, and we are ready to work with the UK Government to put into practice this progressive policy.”

The UK Government has been asked to comment.

HS2: Government unclear on Euston station goal, report finds - BBC

The government still does not know what it is trying to achieve with the High Speed 2 (HS2) station at Euston, a parliamentary committee report states.

The Public Accounts Committee (PAC) said this was despite the Department for Transport (DfT) spending over eight years planning and designing it.

In March it was announced that station work had been paused for two years.

The DfT said it remained "committed to delivering HS2 in the most cost-effective way".

The PAC report called on the DfT to use the current pause in construction on the project to establish the design and expectations for the station against what it is willing to spend.

It called the original £2.6bn budget "completely unrealistic", with estimates now suggesting the cost to build the station to be about £4.8bn.

It also said the department must provide greater transparency in its six-monthly updates to Parliament.

Previous updates on cost pressures at Euston did not disclose the risks that construction costs could be significantly higher than expected, the committee said.

Other conclusions and recommendations from the PAC report included:

  • The department does not yet know the costs and impacts of pausing construction
  • The department and HM Treasury have not reached a clear understanding about how they would manage high levels of inflation on the HS2 programme
  • The department's reports to Parliament on the HS2 Programme did not reflect the significant level of uncertainty in its estimated cost of Euston station
  • The department has not yet learned lessons from managing major rail programmes

Dame Meg Hillier MP, chair of the committee, said the Euston project was "floundering".

She said the scheme had caused "major disruption to the local community" and pausing it was "not cost free", even though it had been done to save money.

"The government must now be clear what it is trying to achieve with this new station, and how it will benefit the public," she added.

Responding to the report, a DfT spokesperson said: "Earlier this year we made the decision to rephrase the construction of Euston to help balance the nation's books and work on an affordable design for the station.

"The National Audit Office recently acknowledged this will provide time to put the station design on a more stable footing and we continue to work at pace to ensure the transformational benefits of HS2 are delivered to passengers by better connecting our biggest cities, supporting thousands of jobs and helping grow the economy.

"We note the recommendations made in the committee's report and will respond to them in due course."

NHS 75: Warning Wales' health service is not fit for future - BBC

Wales' NHS is not fit for the future in its current form, the health minister is expected to say.

Speaking at a conference later to mark 75 years of the NHS, Eluned Morgan will warn that increased demand on services means tough choices lie ahead.

She is expected to say the health service will need reform if it is to be preserved for future generations.

Groups representing NHS staff have long complained of worker shortages at all levels in the health service.

A projected rise in cancer and diabetes, among other conditions, means the health service will need to treat even more patients in future.

The number of people diagnosed with cancer is expected to rise from 20,000 a year to 25,000 a year in the next 20 years.

Type 2 diabetes is also projected to rise rapidly, reaching 17% of the population by 2035.

Advancement in treatment and care, coupled with people living longer, means there are more complex cases to treat.

During her speech it is understood the minister will also announce an independent review into the management of the NHS.

She will also repeat her calls for people to help by looking after their own health and wellbeing.

Retention is also a serious concern, with about 5,000 vacant posts across Wales.

Earlier this week, Prime Minister Rishi Sunak set out a 15-year plan to recruit and train 300,000 more doctors and nurses in England.

It is thought the independent group being set up by the Welsh government will focus on NHS governance and accountability and whether it can meet future needs.

Meanwhile, it has emerged that the first regional diagnostics hub, serving about half the population, will include surgery space in the future, to bring down lengthy waiting lists.

While plans are still in their infancy for the new centre in south Wales, one NHS boss said he hopes some services will start by the end of this financial year.

Paul Mears, head of Cwm Taf Morgannwg health board, where the diagnostic hub will be located, said patients would accept travelling further for care if it meant being seen more quickly in the future.

The new hub based in Llantrisant will cover the Cwm Taf Morgannwg, Cardiff and Vale, and Aneurin Bevan health boards in south east Wales.

While it was initially billed as a diagnostics and treatment hub, Mr Mears said the aspiration is for that to include surgery, further down the line.

Opposition parties have long called for the establishment of surgical hubs, which are separated from the demands of emergency patients, to help tackle the post-pandemic backlog.

Waits for orthopaedic operations and other surgeries are among the most stubborn in Wales, with more than 30,000 people waiting longer than two years for treatment.

But Mr Mears said health boards with extra capacity have already been working with neighbours to reduce their waiting lists, where possible.

"What we're looking at is how we can work together to think about the collective resources available to us and we've got some really great examples already happening in ophthalmology," he said.

"We have been offering opportunities for our patients to go down to Cardiff to have their procedure to try and make sure that we get as many people through as quickly as possible."

The regional hub will be based in an existing set of buildings near the Royal Glamorgan Hospital and will provide CT and MRI scans as well as ultrasounds in the first instance.

Mr Mears hopes mobile services could be on site by spring 2024, but acknowledged it would be some time before the site is fully kitted out and operational.

"Also we'll be looking to provide treatment there - so theatre capacity to provide day surgery facilities for all sorts of surgical procedures. Potentially some orthopaedic capacity and other surgical specialties," he added.

"Often we have to cancel elective operating lists because we've got huge pressures on the beds from the emergency patients. 

"A facility such as the one in Llantrisant will mean that we will have dedicated space that can't be 'crashed' by the emergency demand coming through the front door.

"It will give surgeons, anaesthetists, nurses, and others the ability to keep going with the work regardless of how many people are coming through on the emergency side."
