Oldham: Dog shot dead by police after two women mauled - BBC

A dog has been shot dead by police after seriously injuring two women when it escaped from a house.

Greater Manchester Police (GMP) said the women were mauled at about 10:00 BST on Saturday in the Shakespeare Road area of Oldham.

The pair's injuries are not thought to be life-threatening, and GMP said the dog was "destroyed" as a "safety precaution".

A man has been arrested under the Dangerous Dogs Act 1991.

GMP said the 29-year-old was detained "for allowing a dog to be dangerously out of control injuring any person".

He was later released on bail.

The force, which deployed armed police to the scene, said the dog was "acting in an aggressive manner" and was shot "due to the number of people in the area and the injuries caused".

UK weather: Thunderstorm warning as England and Wales brace for possible flooding - Sky News

Thunderstorm warnings have been issued for large parts of the UK as heavy rain brings the risk of possible flooding.

A yellow weather warning, covering much of England and parts of Wales, is in place until 5am on Monday.

Forecasters are warning the wet weather could lead to flooding, leaving businesses and homes at risk of damage.

A warning on the Met Office's website says: "There is a small chance that homes and businesses could be flooded quickly, with damage to some buildings from floodwater, lightning strikes, hail or strong winds."

It added that there could be disruptions to travel including road closures and train cancellations.

Met Office meteorologist Rebecca Hudson said that the risk is mostly confined to central and southern England.

She said the weather warning is almost in a "triangular shape", from East Yorkshire roughly down to the Cardiff area, East Devon, to London as well, and East Anglia.

Ms Hudson said there will be some "heavier showers" over Sunday night, before drying out on Monday - with some sunny spells even on the cards.

"There will be some heavier showers overnight on Sunday into Monday, but these will gradually weaken and then Monday will be a lot drier with some sunny spells around as well," she added.

Sharing advice from the RAC and National Highways, the Met Office is advising drivers to slow down in thunderstorms and find alternative routes if roads are flooded.

Boris Johnson returns to UK in bid for rapid political comeback - Reuters UK

LONDON, Oct 22 (Reuters) - Boris Johnson returned to Britain on Saturday as he considers an audacious attempt to win a second term as prime minister only weeks after he was forced to step down, with some colleagues warning his comeback could create more political chaos.

Potential candidates to replace Prime Minister Liz Truss, who quit on Thursday after six weeks in office, were embarking on a frantic weekend of lobbying to secure enough nominations to enter the leadership contest before Monday's deadline.

Johnson, who was on holiday in the Caribbean when Truss resigned, has not commented publicly about a bid for his old job. He has received the support of dozens of Conservative lawmakers, but needs to secure 100 nominations to be considered.

Trade department minister James Duddridge said on Friday Johnson told him he was "up for it". He said on Saturday Johnson had secured 100 nominations, although a Reuters tally put him on about 40, while the tally showed former finance minister Rishi Sunak, for now the bookmakers' favourite, had exceeded 100.

The Sunday Times reported Sunak and Johnson could meet late on Saturday, without giving details on the planned discussions.

Only former defence minister Penny Mordaunt has formally declared she will run, although a Reuters tally showed she only had 22 nominations so far before Monday's 1300 GMT deadline.

The next prime minister, a post that will have changed hands three times in four years, faces a huge inbox after Truss's economic plans hammered bond markets, raised government borrowing costs and added more strains on households and businesses already struggling with a cost-of-living crisis.

Johnson was booed by some passengers on the plane to Britain, according to a Sky News reporter on the flight which arrived in London on Saturday morning.

Wearing a dark jacket and backpack, Johnson waved to photographers at London's Gatwick Airport before driving away.

It would be a stunning comeback for the former journalist and ex-Mayor of London, who left Downing Street shrouded in scandal, saying fellow party lawmakers "changed the rules halfway through" to prevent him serving a full term.

In a boost to Sunak, another potential contender, trade minister Kemi Badenoch who ran in an leadership race earlier this year, backed the former finance minister and so ruled herself out from another bid for the top job.

POLARISING

The prospect of another Johnson premiership is a polarising issue for many in the Conservative Party, which is deeply divided after seeing off four prime ministers in six years.

For some Conservative lawmakers, Johnson is a vote-winner, able to appeal across the country with his celebrity image and brand of energetic optimism. For others he is a toxic figure who would struggle to unite the party and so might undermine efforts to build a stable leadership to calm rattled financial markets.

Former interior minister Priti Patel said her old boss had "the mandate to deliver our elected manifesto and a proven track record getting the big decisions right."

Andrew Bridgen, another Conservative lawmaker, said he might resign from the parliamentary group if Johnson returned and told Conservatives not to create a Johnson "personality cult".

Former Conservative party leader William Hague said Johnson's return would lead to a "death spiral" for the party.

If Johnson can secure enough nominations, he could go head-to-head with Sunak, who quit as his finance minister in July, saying his former boss was unable to take tough decisions.

Johnson is currently under investigation by parliament's Privileges Committee to establish whether he lied to the House of Commons over lockdown-breaking parties. Ministers found to have knowingly misled parliament are expected to resign.

The contest has been accelerated to take only a week. Under the rules, only three candidates will be able to reach the first ballot of lawmakers on Monday afternoon, with the final two put to a vote on Friday that is limited to about 170,000 signed up members of the Conservative Party.

Boris Johnson reaches threshold to enter UK leadership race, ally says - Reuters UK

LONDON, Oct 22 (Reuters) - Boris Johnson has enough support to enter the race to become Britain's next prime minister, his ally and Conservative lawmaker James Duddridge said on Saturday, reporting that the former leader had reached the 100 endorsement threshold.

The Sunday Times, BBC and Sky News cited an unnamed source close to Johnson as saying he had 100 backers and therefore "could" be on the ballot.

Johnson, who arrived in London earlier on Saturday after a holiday in the Caribbean, has not officially declared he is running in the contest, but Duddridge said on Friday that Johnson had told him he was "up for it". read more

A 12-year-old boy has died after a garage wall collapsed in Essex.

Police said a man, in his 30s, was pulled from the rubble at a house in St John's Road, Clacton, at about 19:00 BST on Friday night but the boy died at the scene.

The man, who sustained an arm injury, and the boy knew each other, police added.

The boy's death is not being treated as suspicious and file will be prepared for the coroner.

Det Insp James Hardingham, who is leading the investigation, said: "My thoughts are with the family and friends of those concerned at this sad time.

"We're continuing our inquiries to establish the facts leading to the wall collapse."

'Tragic incident'

The house the garage was attached to has been declared safe, the force added.

Officers have appealed for anyone who was in the area at the time and might have footage or information to get in touch.

Essex Fire and Rescue Service sent four crews to the scene to try and free the pair.

Station manager Nick Singleton said: "This is a tragic incident and our thoughts are with everyone who knew the child as well as the wider Clacton community.

"Our firefighters worked incredibly hard to save both casualties and this is never the outcome we want to see.

"We will be offering further support to all of the firefighters who attended this difficult incident."

Will Liz Truss get a pension? The perks former prime ministers get - BBC

Despite making history and spending only 45 days in the job before resigning, Liz Truss is set to be offered the same package all former residents of No 10 have received.

But what are the perks she could get?

Public allowance

All former prime ministers are able to claim the Public Duty Costs Allowance (PDCA), currently set at a maximum of £115,000 per year.

The payment was introduced to meet the cost of continuing public duties after someone leaves Downing Street.

This can include office costs, salaries for staff, or travel to events where they are appearing in their capacity as an ex-prime minister.

John Major, Tony Blair, Gordon Brown, David Cameron and Theresa May have all claimed at least part of the allowance. It is not yet known whether Boris Johnson has made a claim, as this year's figures are yet to be published.

Former holders of the office have not always claimed the full amount.

There is also a severance payment, which amounts to a one-off payment of 25% of the annual salary for the post that ministers have left.

In the case of prime ministers, it is about £19,000 - as their additional salary is £79,000, although currently ministers are not receiving the full amount they are eligible for, so the PM is paid £75,440 on top of the MP's wage of just over £84,000.

But if a former PM returns to a ministerial role within three weeks (or six weeks following the dissolution of Parliament for an election), they are not entitled to it.

Another role?

And what about getting a new job? Former ministers are meant to seek advice from the Advisory Committee on Business Appointments - more commonly known as Acoba - on any job offers in the first two years after leaving Westminster.

The committee looks at whether the role could be seen as a "reward" for any favourable decisions they may have made while in power - or if it gives the employer any sort of advantage.

But Acoba's power is limited - it cannot impose fines or issue any other sanctions if someone ignores its advice.

Pension

Holders of three so-called Great Offices of State, namely prime minister, speaker of the Commons and Lord Chancellor, are no longer provided with a pension of half their final salary on leaving office, regardless of length of service.

Instead, they now join all ministers in the Ministerial Pension Scheme, a contributory defined-benefit scheme part of the Parliamentary Contributory Pension Fund.

Ms Truss first became a minister in 2012.

Security

For obvious reasons, we don't know a huge amount about the security operation that could be put in place for Ms Truss.

But previous prime ministers are known to have continued to receive security after leaving office.

Former PMs are also entitled to a chauffeur-driven government car for protection. The cost of such protection is also unclear.

MP benefits

If a prime minister is still an MP, they are entitled to their salary from doing that role. Being prime minister gives you get an extra salary on top of that wage.

As of 1 April 2022, the average salary of an MP was £84,144.

Politicians are also able to claim expenses to cover the costs of running an office, employing staff, having somewhere to live in London or their constituency, and travelling between Parliament and their constituency.

On top of these expenses, MPs also get a limited sum per year for postage-paid envelopes and House of Commons stationery. Each member of the House of Commons gets £9,000 for this.

Outside of politics, ministers have gone on to have more lucrative careers including:

  • Former deputy prime minister Sir Nick Clegg took a recent promotion at Facebook's Meta company, reportedly bagging a £10m bonus
  • Former chancellor George Osborne. known for having an eclectic portfolio of jobs since leaving office, now works for investment bank Robey Warshaw. Shortly before leaving parliament, he took up a one-day-a-week role at a different investment management firm reportedly paying £650,000 a year
  • Former foreign secretary David Miliband, who left politics after losing the Labour leadership election to his brother Ed, reportedly earns £768,000 as head of the International Rescue Committee
