Cost of living: Wales announces help that goes 'above and beyond' assistance offered by Westminster - Sky News

The Welsh government has announced a £330m package to help people with the rising cost of living, support it says goes "above and beyond" that provided by Boris Johnson's government in England.

All households in council tax bands A to D, as well as those in receipt of the council tax reduction scheme, will receive an immediate £150 payment.

Ministers will work in conjunction with councils to provide more details about how the scheme will operate, with the aim of commencing payments as soon as possible.

In addition, hundreds of thousands of low income households will get an extra £200 through the winter fuel payment next winter.

The scheme allows people to claim a one-off payment towards paying their winter fuel bills.

Councils will get a further £25m in discretionary funding which will allow them to help households who may be struggling.

More money will also be provided through the discretionary assistance fund, which helps people pay for essential costs such as food, gas, electricity, clothing or emergency travel.

Extra funding will mean more frequent payments to a wider group of people can continue for another year.

"People are facing a very real cost-of-living crisis and urgent, meaningful action is required," Rebecca Evans, the finance and local government minister, said.

"The chancellor's offer at the start of the month fell short of what people needed.

"We have been able to go above and beyond to provide Welsh households with more help in paying bills, heating homes and putting food on the table.

"In total we are nearly doubling the equivalent support provided by the UK government for those who need it the most, reflecting our priority of creating a fairer Wales in which no-one is left behind."

Chancellor Rishi Sunak announced £350 of support for households in England in a bid to take the "sting" out of rising energy bills.

Sunak's plan to tackle fuel costs

A total of 80% of all homes in England will get a £150 discount on their council tax bill in April, while all domestic electricity customers will get £200 in October off their energy bills.

The latter amount will be repaid over five years, starting from next April, although the council tax rebate will not need to be paid back.

The Treasury said the devolved administrations in Scotland, Wales and Northern Ireland would receive £565m in extra funding to provide the council tax rebate.

But First Minister Mark Drakeford said last week there was "no extra money for Wales" from the Treasury to replicate the measure.

Camilla, Duchess of Cornwall, tests positive for COVID-19 just days after Prince Charles - Sky News

The Duchess of Cornwall has tested positive for COVID-19, Clarence House has said.

Camilla, 74, caught the virus for the first time just days after her husband the Prince of Wales caught it a second time.

A Clarence House spokesman said on Monday: "Her Royal Highness The Duchess of Cornwall has tested positive for COVID-19 and is self-isolating.

"We continue to follow government guidelines."

Both Charles and Camilla have been fully vaccinated against COVID-19, including a booster shot.

Charles, Prince of Wales, tested positive last Thursday, on a day when the duchess carried out a number of engagements.

At the time, she described herself as "luckily" negative, saying she had been tested "so many times".

The Queen was in contact with Charles, her eldest son, two days before he tested positive, but Buckingham Palace said on Thursday that she was not displaying any symptoms.

The palace refused to confirm whether the 95-year-old had tested positive for the virus, however, citing privacy.

Charles previously tested positive for the virus in March 2020, when he suffered mild symptoms.

His son Prince William, the Duke of Cambridge, tested positive shortly afterwards.

A sex offender branded a "menace to females" has gone on the run after fleeing from an open prison.

Paul Robson, 56, who entered a woman's home through a cat flap and sexually assaulted her at knifepoint, was given a life sentence in 2000.

He was reported missing from HMP North Sea Camp in Boston, Lincolnshire, at about 07:00 GMT on Sunday.

Police said Newcastle-born Robson could be "anywhere in the country" and warned people not to approach him.

He was jailed at Oxford Crown Court for the attempted rape and indecent assault of his victim.

Robson tied her up, put a pillow case over her head and assaulted her while holding a knife to her throat.

He had only been released from prison three weeks before the attack and was on licence - with the sentencing judge describing him as a "menace to females".

Det Ch Supt Andy Cox, of Lincolnshire Police, said officers were working on numerous lines of inquiry in the hunt for Robson.

He is described as white, bald, of slim build, and was last seen with a long goatee beard.

"He could be anywhere in the country, and we are really keen to hear from the public with potential sightings so we can take this man off our streets," Det Ch Supt Cox said.

"Robson is a dangerous sex offender and while he presents a particular danger to women and young children, I believe he can cause real harm to anyone he comes across."

Open prisons, otherwise known as Category D, have the lowest security levels.

According to the Ministry of Justice (MoJ) open prisons only house prisoners that have been risk-assessed and deemed suitable for open conditions.

They allow eligible prisoners to spend most of their day away from the prison to carry out work or take education courses.

Inmates convicted of serious crimes including murder and rape can be placed in open prisons towards the end of their sentences, if assessed as low-risk.

MoJ figures show that 101 people absconded from open prisons last year, including four prisoners from North Sea Camp.

Dangerous conditions are likely to develop across western Scotland on Wednesday afternoon, sparking a 24-hour long warning of severe weather from the Met Office.

Hurricane-force winds gusting to 90mph will lash the coasts, leading to deadly danger from overtopping waves or beach material whipped up by the storm.

Even areas of population like Glasgow, Edinburgh and the Central Belt have been told to brace for 60-70mph gusts, which could damage buildings and bring down trees already weakened by Storms Arwen, Barra, Malik and Corrie in the last three months.

Dudley, expected to be the fifth-named storm of the season, takes effect from 6:00pm on Wednesday until the same time on Thursday.

The yellow Met Office warning for the whole of Scotland - with the exception of Shetland - states that power cuts and the loss of mobile phone signals are also possible. Widespread travel disruption by road, rail, sea and air is anticipated.

The warning adds :”Very strong westerly winds are expected to develop across western Scotland and northern Northern Ireland later Wednesday and extend eastward to the most of Scotland and northern England overnight into Thursday.

“There is still some uncertainty in the timing and location of the strongest winds but there is the potential for inland wind gusts of 60-70 mph in places.

“Gusts of 80-90mph are possible around exposed coasts and hills of Scotland. Winds are expected to ease, initially across western areas, through Thursday afternoon and evening.”

It is just two weeks since Scotland was battered by two named storms in quick succession, Malik and Corrie. A wind speed of 92mph was recorded on Stornoway, Lewis, on January 31.

More than 125,000 households lost power, forcing energy firms to draft in repair crews from as far away as Ireland.

Some Scots customers remained cut off for five nights.

Repairs are still underway after 50 schools in the north were closed or partly closed due to power cuts or damage to buildings during the storms.

Dan Stroud of the Met Office said :”This event is being powered by a pulse of very strong winds in the jet stream.

“Unfortunately, it exits the jet stream just over the north west of Scotland, leading to widespread gales – if not severe gales – across the west of Scotland.

“This is coming hard on the heels of Storms Malik and Corrie so some places will still be mopping up after them.

“It also appears that another storm may be coming behind it, so a very disturbed week lies in store, I’m afraid.”

Metropolitan Police investigating death threats against Keir Starmer following PM's Saville 'slur' - Sky News

The Metropolitan Police is investigating death threats against Sir Keir Starmer following Boris Johnson's use of the discredited claim that the Labour leader failed to prosecute Jimmy Savile when he was director of public prosecutions.

The force confirmed that on Friday it received a third party report relating to allegations of malicious communications made against a serving member of parliament.

The force said an investigation is ongoing and its inquiries continue.

Threats passed to Met Police

A log of evidence documenting threats against the Labour leader was sent to Scotland Yard on Friday and includes a post on the messaging app Telegram calling for Sir Keir to be "lynched".

The material was sent to the Met by The Centre for Countering Digital Hate (CCDH), which aims to disrupt online abuse.

A Labour source said: "Of course extremists of all stripes don't like Keir - he spent years helping to put them and their ilk in prison and keep Britain's streets safe from them."

Last week, Sir Keir was bundled into the back of a police car after being confronted by protesters shouting "traitor" and "Jimmy Savile" at him.

The incident brought fresh condemnation of the prime minister, who had made a discredited claim that Sir Keir personally failed to prosecute Savile, a prolific sex offender.

In video footage posted on social media, the Labour leader was seen walking near to parliament surrounded by police officers while being mobbed by a group, some of whom were protesting against COVID measures.

At one point in the footage, a member of the group surrounding Sir Keir, was overheard making a baseless claim, by shouting: "Why did you let Jimmy Savile off?"

While one of the group, supporters of what they called a "freedom convoy" and "freedom movement", was heard accusing the Labour leader of "protecting paedophiles".

The incident with Sir Keir brought fresh condemnation of the prime minister, with some MPs from his own party joining the calls for Mr Johnson to issue an apology for his remarks.

Senior Conservative backbencher Sir Roger Gale, who has submitted a letter of no confidence in Mr Johnson, expressed his fear that the "grim scenes" were "the direct result of the deliberately careless use of language" in the Commons chamber.

Shadow foreign secretary David Lammy, who was with Sir Keir at the time of the mob incident, said it was "no surprise the conspiracy theorist thugs who harassed" himself and the Labour leader had repeated Mr Johnson's "slurs".

"Intimidation, harassment and lies have no place in our democracy. And they won't ever stop me doing my job," he added.

Mr Johnson himself tweeted: "The behaviour directed at the leader of the opposition tonight is absolutely disgraceful. All forms of harassment of our elected representatives are completely unacceptable."

The prime minister saw his policy chief, Munira Mirza, quit over his use of the Savile claim about Sir Keir.

The victims of Savile have also demanded the prime minister withdraw his comments.

Mr Johnson has sought to "clarify" his remarks.

Earlier this week, Downing Street said the PM will not apologise for using the discredited claim.

The prime minister's official spokesperson acknowledged that Mr Johnson's words in the House of Commons last week were "capable of being misconstrued", but said the prime minister had subsequently issued a "clarification".

The spokesman's comments came soon after Commons Speaker Sir Lindsay Hoyle warned MPs that "words have consequences" after Sir Keir was confronted by the mob.

Sir Lindsay said he had requested a "situation report from the Metropolitan Police" on the incident.

Hackney Wick: Collapse of bar floor injures 13 - BBC News

Thirteen people have been injured after a mezzanine floor collapsed at an east London pub.

Emergency services were called to the Two More Years bar in Hackney Wick at about 16:50 GMT.

Firefighters rescued seven people who were trapped after the incident.

Paramedics said three people were seriously hurt and 10 more had minor injuries. Four were taken to hospital and major trauma centres.

Hal, a mental health worker and therapist from Stratford was on the mezzanine floor when it collapsed. He managed to escape the fall with a few scratches.

"It sounded like a rumbling - a bit like an earthquake. You can't be prepared for anything like this," he told the BBC.

He said he was "pretty much in the middle of the upper mezzanine of the bar" after a football friendly between Clapton CFC and Stonewall FC.

"Thankfully I was able to heave myself out," he said.

"We all helped each other out."

Brian Jordan, strategic commander at London Ambulance Service, said the collapse was treated as a major incident and teams from the air ambulance were sent to the site.

London Fire Brigade station commander Sacha Clement said crews found seven people who were trapped upstairs on the remaining part of the mezzanine floor.

"Crews used a ladder to bridge between the floor and the internal staircase to get them safely out of the building," the station commander said.

LFB said crews from three fire engines from Homerton, Bethnal Green and Leyton fire stations and two rescue units from East Ham and Edmonton stations attended the scene.

Another man who was in the venue at the time said it was lucky there were not more people sitting directly under the mezzanine floor that came down.

"There was just this sort of cracking sort of noise and dust started coming down," he added.

"Me and my friend just ran to the side and the whole thing just came down in a matter of seconds."

A statement on Two More Years' Instagram account said the venue would remain closed "for now" and added: "Our thoughts are with everyone that has been affected."

"Thankfully" no one had sustained critical injuries, it said.

London Mayor Sadiq Khan thanked the ambulance service, fire brigade and police for their "swift action".

"My thoughts are with those affected by the incident in Hackney Wick this evening," he said. "I wish all those injured a speedy recovery."

Rushanara Ali, Labour MP for Bethnal Green and Bow, tweeted that she was "very concerned about the collapse of part of a building at Roach Road".

A police cordon was set up in the area but has since been lifted.

London Mayor Sadiq Khan will oppose hiring Met chief if they don't have 'robust plan' to tackle cultural issues - Sky News

London's mayor has vowed to oppose the appointment of a new Met Police chief unless they are prepared to urgently tackle cultural problems within the force.

Writing in The Observer, Sadiq Khan warned that Dame Cressida Dick's successor must have a "proper and robust plan" to deal with the Met's shortcomings.

Dame Cressida announced she would be leaving the role last Thursday after Mr Khan declared that "the only way to start to deliver the scale of the change required is to have new leadership right at the top".

In his newspaper piece, the mayor pointed to a string of scandals that have engulfed the force in recent years.

Mr Khan spoke of his disgust and anger after evidence of racism, sexism, homophobia and bullying was uncovered among officers serving at Charing Cross station - with nine of those involved still working within the force.

He also highlighted "serious incidents" including the kidnap, rape and murder of Sarah Everard by a serving officer - and the way a peaceful vigil in her memory was policed.

The mayor said the Met's current state reminded him of when trust in the police "was at rock bottom" in the 1970s and 1980s when he was a child growing up in London - and he described crossing the road after seeing officers on the beat "simply due to the fear of being unjustly targeted".

Mr Khan also warned that a breakdown in trust between the police and the public makes it harder to tackle crime. Not only are victims less likely to come forward, but community groups end up being more reluctant to work with officers.

Home Secretary Priti Patel has been tasked with deciding who should replace Dame Cressida, but she must take Mr Khan's preference into account.

Tensions have arose between the two politicians over her departure.

A Home Office source told Sky News that Mr Khan had not told Ms Patel of his intention to request a meeting with the commissioner before her dramatic resignation - and that Ms Patel had found this "rude and unprofessional".
