Plymouth shooting: Police urged to clamp down on 'incel' movement - The Times

Ministers are facing calls to divert resources to tackle the “growing threat” from the woman-hating “incel” movement believed to have inspired the Plymouth gunman.

Jake Davison, 22, killed five people including a three-year-old girl and his own mother before turning the gun on himself on Thursday.

He had posted online about his frustration at being a virgin and shared hate-filled rants about single mothers, including calling his own mother, Maxine, 51, “vile”.

In several clips uploaded to his YouTube channel, Davison had referred to the incel — “involuntary celibate” — movement, a subculture that blames women for depriving men of sex.

At its most extreme, it promotes violent misogyny and has inspired several high-profile murders in the US.

Cost of NHS Covid tests for UK arrivals reduced - BBC News

The cost of NHS coronavirus tests for international arrivals to the UK have been reduced, the government has said.

Test and Trace tests have been cut from £88 to £68 for people arriving from green-listed countries and for those coming from amber-listed countries who are fully vaccinated.

Meanwhile, the price of two tests for amber arrivals who have not had both jabs has been cut from £170 to £136.

The prices of all providers of day two and eight tests are to be reviewed.

It comes after Health Secretary Sajid Javid asked the competition watchdog to investigate "excessive" pricing and "exploitative practices" among PCR Covid test firms.

He said misleading pricing will be clamped down on and providers failing to meet necessary standards will be removed from the government's approved list.

NHS Test and Trace advertises its tests alongside private companies' packages and they are available to purchase to fulfil the government's testing requirements for international travel.

This is the second time the price of NHS tests has been reduced; previously the cost of a day two and eight package was £210.

'Too many cowboys'

It is understood that if the review finds private companies are offering terms that are unfair and therefore unenforceable, enforcement action could be taken by the Competition and Markets Authority or Trading Standards.

If businesses are found to have breached consumer law, they could be subject to a court order to stop operating and told to compensate consumers.

"I am determined to protect consumers and hardworking families from exploitative practices and ensure high quality tests are available at a reasonable price," said Mr Javid.

"Too many providers are acting like cowboys and that needs to stop. The public should be allowed to enjoy their summer holidays without having to face excessive costs or anxiety.

"Any provider found to be misleading the public will be kicked off."

Holidaymakers have complained of high prices and poor service from many of the 400-plus firms offering PCR tests and there have been reports that some have not got full accreditation.

According to reports, PCR test prices can range from as little as £20 to more than £500. There have also been complaints from consumers that they have not received test results or have been sent damaged PCR kits.

The government said providers must use laboratories that are either accredited or undergoing accreditation by the independent United Kingdom Accreditation Service, and that businesses that fail to meet standards will be removed from its list of approved providers.

The CMA has previously said formal investigations can take a long time, but in this instance it will provide advice to Mr Javid with a view to taking swift action.

A serving police officer and a three-year-old child have been found dead, police said.

Officers were called to an address in Kidderminster, Worcestershire, where the man, a 39-year-old West Mercia Police officer, and child were found.

A Hazardous Area Response Team has been sent to the scene, West Midlands Ambulance Service said.

An investigation has been launched into the deaths which, police said, are currently being treated as unexplained.

West Mercia's Assistant Chief Constable Rachel Jones, said: "It is with great sadness that I share the news that a serving police officer and a three-year-old child have passed away.

"While the circumstances of the deaths are not fully known, this is clearly a tragic incident and our deepest condolences are with family and colleagues."

BBC reporter James Pearson at Cairndhu Drive where the officer and child were found, said on Friday evening two officers remained on guard with suited forensics officers bringing material out of the semi-detached house.

Neighbours spoke of their "shock" at the deaths, with one, who asked not to be named, saying: "I didn't really know the occupants, they kept themselves to themselves.

"They've lived there less than a year, it's a family. The news is just awful."

The ambulance service was called to reports of a medical emergency at the property at 09:21 BST, where the two bodies were discovered.

"Sadly, it quickly became apparent that neither patient could be saved and they were confirmed dead at the scene," a service spokesman said, adding they also sent two ambulances and a paramedic officer to the scene.

Sarah Cooper, chair of West Mercia Police Federation, said it was "deeply shocked and saddened" by the news.

"The ripples from this incident will be far-reaching and I know that officers and staff across West Mercia Police will be impacted hugely by this tragedy," she said.

West Mercia Police and Crime Commissioner John Campion added he was "incredibly sad to hear this terrible news,

"My thoughts are with the family affected and West Mercia police officers and staff who are having to come to terms with this awful news," he said.

A local 61-year-old man was beaten up at Appleby horse fair before 'men from travelling community walked away from the scene.  

A number of men thought to be from the travelling community were seen walking quickly away from the scene of the attack shortly afterwards, although police say they are keeping an open mind.

The victim, a local man, had been drinking with older travellers earlier in the evening at The Midland pub in the market town, which is bursting at the seams from the huge annual influx.

He suffered severe bruising in the assault and was taken by ambulance to hospital but was later allowed home.

The incident has caused further tension between local people and members of the Gyspy, Roma and Travelling (GRT) community.

Locals have been complaining about disorder and littering surrounding the 250-year-old event, while gypsies have accused motorist of driving too fast and inconsiderately as they lead their horses and wagons along the roads.

The man injured in the assault left the Midland, close to the town's railway station, but was attacked nearby at 10.20pm on Thursday night.

Police said the attackers left in the direction of the Midland and people living in Clifford Street, the scene of the attack, saw a group of around eight men walking briskly away.

A resident said: 'The fair is now too big for the size of the town and sadly incidents like this are becoming too common.

'Three years ago a local businessman was seriously attacked after his car accidentally struck a child from a traveller family. It's terrible that local people are being subjected to incidents like this in what is a quiet country town for 51 weeks of the year.'

Another resident reported seeing seven men walking up the street towards the Midland in the minutes following the attack and said they were joined by an eighth soon afterwards.

Police say they cannot say 'for certain' that the attackers were members of the travelling community.

A Cumbria Police spokesman said: 'Police are appealing for information as they investigate an assault which occurred in Appleby last night. The incident took place at around 10.20pm.

A man aged 61 and from Appleby was punched a number of times by two men in the Clifford Street area. The men then left the area in the direction of The Midland pub.

'The victim suffered severe bruising to his face and a cut over his eye. He was taken to hospital as a precaution but has subsequently been discharged.

'Police are appealing for any witnesses or anyone with information to make contact.'

This year's event has also seen problems arise in Kirkby Stephen, which neighbours Appleby.

Travellers traditionally camp there in the lead up to the fair starting, using roadside verges as makeshift stopover points.

There was anger from local people as they moved off leaving litter strewn across fields and verges.

One resident said: 'Most of the rubbish has been cleaned up but it wasn't by the travellers, they just left for the first day of Appleby and their mess was strewn everywhere.There was even a shopping trolley left behind.

'I don't see why local tax payers should foot the bill, they should pick up their litter when they leave.'

In the neighbouring village of Long Marton there were claims the village green had been used as an ad hoc toilet.

A post on a village community forum warned parents not to allow their children to play on the green until it could be cleaned up.

In turn travellers have complained that one of their traditional camps had been sprayed with cow manure and sectioned off with boulders by the land owner.

That forced them to find a new pitch in Kirkby Stephen and they chose Upper Eden Rugby Club, leading to a stand-off with locals and the police.

The group of around 20 caravans and motor homes was moved on the following day when an eviction notice was served.

Travellers also issued a plea to motorists to slow down when passing their horses and carts.

Billy Welch, known as the Shera Rom or Head Gypsy is pleading with the public to be patient he said: 'Please drive with caution there are families with small children in them.

'It's better to be late than the late. My concern is something serious could happen and someone could be seriously injured.

'It's not just the horse we have to worry about it's the families and children. Drive with caution and be prepared to slow down.'

The fair looks set to receive a larger than average number of visitors because fewer people are holidaying abroad.

A good carriage horse can sell for as much as £30,000, with deals being struck in swift, informal auctions at the roadside and sealed by slapping hands together.

Among those washing their horses in the Eden was Tianna Mullan, 13, and her grey mare Ice Cube. Tianna's dad Bernard Mullan, 39, of Belfast, said: 'She's an excellent horse woman, she knows what she'd doing and the horse is happy.

'Tianna races him in carriage races, they have a great understanding.

'Taking the horses into the water has been done for generations, it's one of the great traditions of the fair. It's great to be back after so long away, it feels like coming home.'

RSPCA Chief Inspector Rob Melloy is supervising the event. He said: 'Our advice is not to go into the water with their horses but there is no law to stop them doing it.

'We have a team of 30 on hand to deal with any welfare issues for the animals and the horses that have gone into the river have been closely watched.

'They have been fine, we haven't seen any showing any sign of distress and if we do we'll intervene. We're not just here to monitor the travelling community. Every year we have to free a dog left in a hot car and that is more often from non travelling visitors.

'We expect large numbers of people this weekend because of people being on staycations so we're asking them to be particularly mindful of their dogs and preferably not bring them to the fair.'

This year sees a return to the fair after it was cancelled in 2020 due to Covid-19.

It was only the second time in its history it had been called off, the first being due to the foot and mouth epidemic of 2011.

A man suspected of killing five people before turning the gun on himself has been named locally as Jake Davison.

Three females and two males were shot in the Keyham area of the city on Thursday evening.

Police said the incident, the worst mass shooting in Britain since 2010, is not terror-related.

Four people died at the scene and one died later in hospital. An MP has said one victim was a child.

Emergency services were called to Biddick Drive shortly after 18:00 BST on Thursday

Devon and Cornwall Police said two females and the three males died at the scene, while one female died shortly after in hospital.

The force added: "The area has been cordoned off and police are not looking for anyone else in connection with the incident."

Plymouth Sutton & Devonport MP Luke Pollard said the incident was "unspeakably awful" and that he was "utterly devastated" to learn one of those killed was a child.

People were asked to stay inside and follow police advice as the emergency services responded.

Eyewitness Sharron, who lives nearby and did not want to give her full name, said what happened was "horrendous and so sad".

"Firstly, there was shouting, followed by gunshots - three possibly four to begin with," she said.

"This was when the shooter kicked in the door of a house and randomly started shooting. He ran from the house shooting as he ran and proceeded to shoot at a few people in the linear park up from the drive."

She said the "shooter proceeded along Royal Navy Avenue still shooting".

Scenes of crime officers in white suits could be seen using cameras in the street and members of the public who lived locally were not allowed into their homes, PA Media reported.

Home Secretary Priti Patel tweeted: "The incident in Plymouth is shocking and my thoughts are with those affected.

"I have spoken to the chief constable and offered my full support.

"I urge everyone to remain calm, follow police advice and allow our emergency services to get on with their jobs."

The last mass shooting in Britain happened in 2010 when taxi driver Derrick Bird killed 12 people in Cumbria.

Labour leader Sir Keir Starmer tweeted: "There's much we don't know about the shocking events in Plymouth. However it's clear tragedy has hit Keyham."

Johnny Mercer, MP for Plymouth Moor view, described Thursday's events as "tragic" and "devastating".

He said: "There were some fairly traumatic aspects to this incident and as a community now need to come together and try and understand it as much as we can."

The Bishop of Plymouth the Right Reverend Nick McKinnel said the city had been "left with a legacy of grief and trauma, as well as great anxiety".

"Last night there was confusion, a little bit of panic. People were shocked and the tragedy is unfolding.

"This is going to affect people's lives forever," he said.

Mr Pollard said Ford Primary School and St Mark's Church on Cambridge Road would be open from 09:00 as a "safe place for our community to come together".
