Brexit: UK and EU 'remain apart on fundamental issues', says EU chief Ursula von der Leyen - Sky News

European Commission President Ursula von der Leyen has said the UK and EU "remain apart on fundamental issues" ahead of Sunday's deadline for a Brexit trade deal.

Speaking after a Brussels summit of EU leaders, Ms von der Leyen set out continuing differences between EU and UK negotiators on so-called level playing field provisions and fisheries.

The two issues are still yet to be resolved by EU and UK negotiators despite months of talks.

Prime Minister Boris Johnson and Ms von der Leyen have now set Sunday as a deadline for deciding whether a post-Brexit trade agreement will be possible.

Ms von der Leyen was earlier said to have spoken for less than 10 minutes about the deadlocked negotiations as she addressed EU leaders at their gathering in the Belgian capital.

One EU official revealed she had told the bloc's 27 leaders that "the probability of a no deal is higher than of a deal", it was reported by the Reuters news agency.

The pound dipped by a cent against the US dollar on the latest Brexit developments on Friday morning.

Sterling fell below $1.32 to hit its lowest level since mid-November, and was also down nearly a cent against the euro to slip below €1.09 and reach its lowest level since September.

Speaking at a post-summit news conference, Ms von der Leyen said that "positions remain apart on fundamental issues".

On level playing field commitments, the EU chief said the bloc's negotiators had "repeatedly made clear to our UK partners that the principle of fair competition is a pre-condition to privileged access to the EU market".

Mr Johnson has accused the EU - under the terms of a trade deal - of wanting the "automatic right" to punish the UK in the future, perhaps with tariffs, if it does not comply with new EU laws.

Ms von der Leyen said the UK would "remain free, sovereign if you wish, to decide what they want to do".

But she added the EU would "simply adapt the conditions for access to our market accordingly to the decision of the UK, and this would apply vice versa".

The European Commission president said the EU and UK had also not yet "found the solutions to bridge our differences" on post-Brexit fishing rights.

"We understand that the UK aspires to control its waters," she added.

"The UK must, on the other hand, understand the legitimate expectations of EU fishing fleets - built on decades and sometimes centuries of access."

Reiterating that there are now just two days for UK and EU officials to make a breakthrough, she added: "On these and other points, our negotiators are working.

"We will decide on Sunday whether we have the conditions for an agreement or not."

Minister: UK '90% of the way there' on Brexit deal

With the Brexit transition period due to end on 31 December, Ms von der Leyen told the news conference: "One way or the other, in less than three weeks, it will be new beginnings for old friends."

The European Commission on Thursday offered a series of short-term mini-deals in the event of a no-deal outcome from trade negotiations, with the aim to keep planes flying, lorries moving and allow fishing boats to carry on working.

However, this risked provoking a fresh fishing row with Britain over the proposal for a year-long period for EU fishing boats to continue working in UK waters, on a reciprocal basis.

Asked in Brussels on Friday whether this was akin to "having your cake and eating it", French President Emmanuel Macron replied: "I'm not asking to have my cake and eat it, no.

"All I want is a cake that's worth its weight. Because I won't give up my share of it either."

Brexit: Malcolm Turnbull tells UK 'be careful what you wish for' over EU trade - BBC News

A former Australian prime minister has warned the UK to be "careful what you wish for" when it comes to EU trade.

Boris Johnson has told people and businesses to prepare for the "strong possibility" we will not agree a post-Brexit trade deal with the EU, and end up trading on "Australian" terms.

But Malcolm Turnbull said there was no trade deal between his country and the bloc, which meant "large barriers".

The UK and the EU have until 31 December to come to an agreement.

If a deal is not struck, they will move to trading on World Trade Organisation rules - meaning tariffs or charges could be imposed on goods the UK buys and sells from and to the EU.

Talks are ongoing, but Mr Johnson and European Commission President Ursula von der Leyen agreed this week that a final decision on whether a deal can be reached must be made by Sunday,

The UK government has said throughout trade negotiations with the EU that it is seeking a "Canada-style" Free Trade Agreement, meaning tariffs would not being imposed.

However, it has also said if that type of deal was not possible, it would move to an "Australian-style relationship" with the bloc, and the country would "prosper" either way.

'Friction'

Australia is negotiating a free trade deal with the EU, but does not currently have one.

It largely does business with the EU on World Trade Organisation rules, but has a few specific arrangements in place, such as co-operation on science and trade on wine - something that would not be the case for the UK if it leaves EU rules without a deal.

Australia has free trade agreements with most if its geographical neighbours and does not do nearly as much trade with the EU as the UK does.

Speaking on BBC Question Time, Mr Turnbull said: "Australia has a deal with the EU on WTO terms and there are really some very large barriers to Australian trade with Europe, which we are seeking to address as we negotiate a free trade agreement with Europe

"But Australians would not regard our trade relationship with Europe as being a satisfactory one.

"There are very big barriers to Australian exports of agriculture products in particular and a lot of friction in the system in terms of services.."

Mr Turnbull is the former leader of Australia's centre-right Liberal Party and was prime minister of the country between 2015 and 2018.

A Brexit trade deal is still "a significant possibility" with EU and UK negotiators "90% of the way there" - but it won't "come at any price", a cabinet minister has told Sky News.

Prime Minister Boris Johnson briefed his top ministers on Thursday and ordered them to "get on and make those preparations" for a no-deal outcome from deadlocked trade negotiations.

Both sides have set Sunday as a deadline for deciding whether an EU-UK trade deal will be possible, with less than three weeks now left until the end of the Brexit transition period.

'Vital' to prepare for Australian option

But while Culture Secretary Oliver Dowden did echo Mr Johnson's view that a no-deal outcome might be likely, he also stressed that a trade agreement could yet be struck in the next couple of days.

He told Sky News the UK was "not necessarily" heading towards a no-deal scenario, despite two major areas of disagreement in the talks.

"I think there is a significant possibility we could get that deal and I think we should continue to work towards it," Mr Dowden said.

"We're pretty much 90% of the way there, but there are these two areas which are outstanding and which no reasonable prime minister could accept.

"Namely, we do need to control our own sovereign waters and particularly our fishing policy.

"And, as we leave the EU, we should be free to set our own rules and regulations and not face penalties if the EU changes their regulations and we don't match them.

"I think it's perfectly reasonable to push back on those things."

Mr Dowden stressed a trade deal "can't come at any price" and "can't be achieved by compromising those two very important issues".

He admitted that the absence of a post-Brexit trade deal on 1 January would make it "choppy" for the UK, but he said businesses would face changes next year "come what may" and whatever the outcome of trade negotiations.

Mr Dowden also insisted the UK could "survive and indeed thrive" over the long-term if forced to trade with the EU on World Trade Organisation terms, which would likely mean the imposition of tariffs on trade in both directions.

"Australia is perfectly capable of trading with the EU on that basis," Mr Dowden said, as he joined a number of fellow ministers in framing a no-deal outcome as an "Australian-style" relationship with the EU.

Ahead of Sunday, when Mr Johnson and European Commission President Ursula von der Leyen have both vowed to take a decision on the trade negotiations, the culture secretary added: "I think we are rapidly approaching the point where we've got to draw this to an end."

Meanwhile, Australia's former prime minister Malcolm Turnbull - whose country does not have a comprehensive trade deal with the EU - has warned the UK to "be careful what you wish for".

"Australia's relationship with the EU is not one from a trade point of view that I think Britain would want, frankly," he told the BBC.

Scottish First Minister Nicola Sturgeon said she believed the chances of a UK-EU trade deal are now "almost vanishingly small".

"I'm starting to worry not just that no-deal is now the overwhelming likelihood, but that Boris Johnson is actually now almost planning for that," she told CNN.

And Labour's shadow foreign secretary, Lisa Nandy, accused the government of having "just lost the plot" over Brexit trade negotiations.

The prime minister has warned the EU - under the terms of a trade deal - wants the "automatic right" to punish the UK in the future, perhaps with tariffs, if it does not comply with new EU laws.

"The government's position is now that it's intolerable to accept tariffs and quotas, so they want to leave on terms that immediately introduce tariffs and quotas," Ms Nandy said.

"It just seems absolutely absurd."

'And it was really really hard because there were those lean years after the Carry On films and she was in the wilderness, and the one thing she never made any bones about was that Eastenders really changed her life and put her back on the map and gave her the means to earn a good living, and that's what she went on to do.'

The household name was diagnosed with Alzheimer's disease in 2014 before making the news public in 2018.

Barbara's husband Scott described the EastEnders legend's final weeks as 'typical of how she lived her life' and 'full of humour, drama and a fighting spirit until the end'.

He continued: 'Her passing was from Alzheimer's/dementia and Barbara eventually died peacefully and I spent the last seven days by her side. 

'Myself, her family and friends will remember Barbara with love, a smile and affection for the many years of her love, fun, friendship and brightness she brought to all our lives and the entertainment she gave to so many thousands of others during her career.

'Barbara's final weeks were typical of how she lived her life. Full of humour, drama and a fighting spirit until the end.

'It was not the ending that Barbara or anyone else living with this very cruel disease deserve. I will always be immensely proud of Barbara's courage, dignity and generosity dealing with her own illness and still trying to help others by raising awareness for as long as she could.'

Scott, who alongside his wife campaigned for greater dementia care from the Government, added: 'Dementia/Alzheimer's remains the UKs number one killer. 

'Although in challenging times, I urge the Prime Minister, his government and other parties to be true to their previous promises and invest more into dementia/Alzheimer's research and care.

At the end of his moving tribute, he said: 'May you rest in peace now my precious Bar. I've lost my wife, my best friend and soul mate and my heart or life will never feel the same without you.

'I will be making no further statements and now need the time to grieve this painful, personal loss.'

Dame Barbara made her debut as Peggy in 1994 and soon became one of the small screen's best-loved characters as she yelled at rogue drinkers to 'get outta my pub!'.

It became the defining role of her career and saw her star alongside Ross Kemp and Steve McFadden as her fictional sons Grant and Phil, with the late Mike Reid as her on-screen husband Frank Butcher.

The character left our screens in 2003 when Dame Barbara took a sabbatical for medical reasons after being diagnosed with the Epstein-Barr virus, but she returned as a series regular in 2005.

In 2009, Dame Barbara announced she would be leaving the soap again in order to spend more time with her husband Scott, who she married in 2000.

She returned for cameo appearances in the soap over the next few years but in 2016 she played Peggy for the final time.

Her final scenes aired in May that year as the Walford stalwart took her own life after being diagnosed with terminal cancer.

Before becoming synonymous with Albert Square, Dame Barbara delighted Carry On fans with her portrayals of a 'good time girl,' appearing in nine films in a series known for its bawdy humour.

She first appeared in Carry On Spying in 1964, with her final film role coming in 1974's Carry On Dick.

One of Dame Barbara's most famous scenes was in 1969's Carry On Camping, when her bikini top flew off in the middle of an exercise class.

The actress was made a dame in the 2016 New Year's Honours list for her services to charity and entertainment.
