Covid: Destructive rules only current option, says Chris Whitty - BBC News

"Economically and socially destructive" lockdowns are the only practical option until a Covid vaccine and better drugs are available, Chris Whitty has said.

England's chief medical officer rejected calls from some scientists to pursue "herd immunity" instead.

England is due to replace tiered regional restrictions with a month-long nationwide lockdown from Thursday.

It comes as the UK recorded a further 397 coronavirus deaths and 20,018 confirmed cases on Tuesday.

Meanwhile, more details of England's lockdown have also been revealed, with the publication of the legislation that will bring them into force.

The regulations specify fines starting at £100 for rule breakers, potentially rising to a maximum of £6,400 for repeat offences.

Some Tory MPs have attacked the move towards another nationwide lockdown, with one saying the government was "losing the plot".

Prof Whitty was quizzed by a select committee about the Great Barrington Declaration, which calls for "focused protection" for the elderly and other groups particularly vulnerable to Covid-19, while others continue to live relatively normally.

'Ethically difficult'

Prof Whitty said the arguments made by those that have signed the declaration were "scientifically weak" and "dangerously flawed".

"It would make an assumption that a very large number of people would inevitably die as a result of that decision," he told the Commons Science Committee.

"To have this as an element of policy is ethically really difficult."

Herd immunity had never been achieved in the treatment of Ebola and other new infectious diseases, argued Prof Whitty, and the kind of aggressive shielding of the vulnerable urged by the Barrington scientists would not be practically possible.

Better treatments and the prospect of a vaccine were the only hope, he told the committee, and he predicted that over the next year there will be "multiple shots on goal from science".

"We have to hold the line until that point," he added.

"Unfortunately, these economically and socially destructive tools are what we have got in the absence of anything else."

Under the lockdown beginning on Thursday, pubs, restaurants, gyms and non-essential shops would be closed across England.

The published regulations also reveal:

  • There will be an exemption allowing veterans to participate in Remembrance Sunday and Armistice Day events
  • People will also be allowed to visit friends or "close family members" in prison
  • Visits to friends or "close family members" who are on their death bed will also be allowed
  • There will be a 10pm curfew on restaurants to make takeaway deliveries

The new rules replace a tiered system of different local restrictions across England, which ministers say they want to return to after the England-wide lockdown is due to end on 2 December.

Meanwhile, at a separate parliamentary debate, a number of Conservative MPs criticised the nationwide lockdown, which faces a Commons vote on Wednesday.

One of them, Richard Drax, said the lockdowns were "destructive, divisive, and don't work".

'Losing the plot'

"They simply delay the inevitable - the re-emergence of the virus when lockdown ends, as has been shown," he said.

"Have we overreacted? Yes, I think we have. A draconian, onerous and invasive set of rules and regulations now govern our very existence."

His fellow Conservative, Bob Seeley, said lockdowns were a "dubious tool," claiming scientists were becoming "increasingly sceptical" of them as an option.

He suggested the government was "losing the plot" in the face of the spread of the virus, and there was a need for "some semblance of balance" in its response.

However with Labour supporting the new measures, they are highly likely to be approved even if there is a rebellion from Conservative backbenchers.

Two multi-million pound houses collapse in Chelsea and dozens of neighbours evacuated - Sky News

Two multi-million pound houses which were under renovation in one of London's most expensive areas have collapsed "from the roof to ground level".

Emergency services evacuated at least 40 people from nearby residences after the incident involving the mid-terrace properties on Durham Place in Chelsea.

The homes were said to be undergoing basement development projects when the collapse happened just before midnight on Monday evening.

No one was believed to be injured.

One local witnessed the building come down in west London and was one of the first to call police.

The man - who wished to remain anonymous - returned to the scene the following morning.

"I live in the area and was just passing by when the building suddenly collapsed to the ground", he said.

"It was extremely loud, there was dust everywhere.

"There were a lot of people coming out of their homes in the surrounding area to see what was going on, they were unharmed. It was quite bad, really surreal.

"The police were amazing, I was still on the phone with them when the first patrol came to the scene."

The man added: "The evacuation was done in a COVID-secure way and they did a good job," as he thanked a police officer at the scene on Tuesday morning.

It is not known how much each of the damaged properties was worth, but one report put the figure at around £4m.

Real estate company Seabrook Properties Ltd were given a green light for planning permission by the Royal Borough of Kensington and Chelsea council in August 2019.

The work to be done was a rear extension to the lower ground floor with a terrace on the upper level - an amendment to a previous request granted the year before.

The council warned in the application letter that "if not properly managed, construction works can lead to significant negative impacts on the local environment, reducing residential amenity and the safe function of the highway".

Meanwhile, a planning application for the next door property was made less than two weeks ago.

The council letter dated 23 October planned a "basement excavation, demolition of extension and roof terrace and replacement with a two-storey rear extension with roof terrace, and a single storey extension at the lower ground floor".

A decision from the council was expected on 19 November.

A seven-bedroom house a few doors down sold last year with a value around £16m, according to Rightmove.

Large-scale basement developments, typically entire new floors under the footprint of the house and garden, have become common among London's wealthy.

Some of the constructions include basements as deep as 18m underground, according to a report from Newcastle University.

London Fire Brigade described the site a "total collapse of the building from the roof to ground level".

Station commander Jason Jones, who was at the scene, said: "Firefighters worked to make the scene safe and our drone team carried out a search."

He added: "A police search dog also carried out an external search of the building and at this stage, there are no reports of any injuries."

Police hunt for man after alleged rape of teenage girl - Sky News

Police have urged a suspect to turn himself in immediately after the alleged rape of a teenage girl in south west London.

Officers are searching for Kadian Nelson, 26, following the incident in Merton at about 7am on Tuesday morning.

Videos and images have since emerged of groups of people attending various addresses attempting to locate the suspect.

Warning members of the public to stop doing this, Detective Superintendent Owain Richards said: "We are of course aware of videos and images circulating on social media, and of groups of people attending various addresses.

"I urge those people to go home. Do not try to take the law into your own hands or you may end up doing something you regret and potentially face police action yourself."

He added: "I am appealing directly to Kadian to attend his nearest police station immediately, or to call police and inform us as to his whereabouts. This is for his safety, as well as members of the public.

"I recognise that this is a shocking and distressing incident and emotions locally are running very high."

The teenage girl and her family are being supported by specialist officers, police said.

No-one has been arrested and local officers are patrolling the area.
