A 'security alert' at a London hospital has been stood down after armed police put the building on lockdown and shut Westminster Bridge.  

Police rushed to St Thomas' Hospital near Waterloo today and blocked the River Thames crossing in both directions due to a 'security alert'.

It is not clear what caused the incident but witnesses have claimed 'all staff, wards and departments' inside St Thomas's Hospital were 'locked down' at the site. 

Westminster Bridge and Lambeth Palace Road were closed to traffic in both directions amid the incident, which took place near to the Palace of Westminster. 

The alert was a false alarm, the Metropolitan Police has since confirmed.

Witnesses claimed officers had blocked access to St Thomas' Hospital as those inside the building were 'locked down'.

NBC producer Joe Sheffer said: 'Incident at St Thomas' hospital appears to be in south wing according to staff inside hospital.'

He added: 'Nobody seems clear what is going on.' 

Another witness said: 'Something happening at St Thomas' Hospital. My partner who works in cardiac has been evacuated upstairs, anyone know what going on? 

'Nobody allowed in and out of the hospital.'

Others reported seeing 'ten armed police' officers rushing into the hospital. 

'My girlfriend just came out of an appointment there and said she saw 10 armed police rushing into it as she was leaving,' one man said.

Police did not confirm details of the incident when contacted by MailOnline but said there were no reports of injuries. 

Lambeth Police said: 'Police are dealing with a security alert at St Thomas' Hospital, SE1. We will provide further info when known.' 

Officers later confirmed the security alert 'is being stood down' and the cordon is in the process of being removed.

As part of Boris Johnson’s new ‘three-tier’ lockdown system, Brits will be able to search  on the government's website for the new rules they face.

The PM said: "A postcode search on Gov.UK as well as the NHS Covid-19 app will show which local alert level applies in each area.

"We're also publishing updated guidance to explain what the Covid alert levels mean for those who are clinically extremely vulnerable.

"And while these levels specifically apply to England, we continue to work closely with the devolved administrations to tackle this virus across the whole United Kingdom."

The three tiers cover medium, high and very high risk levels of local lockdowns.

Those under medium risk restrictions have to follow the national rule of six while those in high risk will follow those rules along with a ban on mixing with households anywhere indoors.

People in very high risk areas will follow even more drastic rules, reserved for those places with the worst infection rates, with the rules in the first two levels as well as pubs and bars forced to close.

Under the very high alert level, there can also be extra restrictions including closing venues such as gyms and casinos.

The current NHS Test and Trace App already allows people to quickly and easily check their risk level where they are by simply opening the app.

The new rules will be synced with the Test and Trace app to help people find out what the local lockdown restrictions are

There is also a post-code checker available on Gov.uk but it only directs people to the website for their local authority, rather than bringing all of rules onto the same portal.

Liverpool has been plunged in the very high alert level, with tough restrictions place on them which will come into force on Wednesday.

Most other areas with local restrictions already in force were given a "high risk" alert level, keeping a ban on households mixing in place.

  • People must not meet with anybody outside their household or support bubble in any indoor setting, whether at home or in a public place
  • People must follow the rule of six in gardens and outdoor areas

  • Pubs and bars must close but can remain open when serving a "substantial" meal such as lunch or dinner
  • They can only serve alcohol when serving meal
  • Wedding receptions are not allowed
  • People must not meet with anybody outside their household or support bubble in any indoor or outdoor setting, whether at home or in a public space.
  • People should avoid travelling outside their area, and others should avoid travelling to "very high" risk places except for work, school, accessing youth services, caring responsibilities or if they are in transit.
  • People should not stay overnight in another area if they live in a "very high" area
  • People who live elsewhere should not stay overnight in "very high" area

A full breakdown of risk levels for each local authority and the new postcode checker was published swiftly after the PM's announcement yesterday.

Mr Johnson said the new system was crucial to make it simpler for Brits to know what alert level their area is.

He said: "(The local lockdown rules) inevitably produced different sets of rules in different parts of the country, that are now complex to understand and enforce.

"We will now simplify and standardise our local rules by intro three tiered system of local alert level."

Housing Secretary Robert Jenrick said there was "a lot of work to do" to battle the virus - after it was revealed SAGE wanted to introduce a lockdown three weeks ago.

Chris Whitty warned the tough new restrictions wouldn't be enough to slow the spread.

And Mr Jenrick this morning told Sky News "we're going to be living with it for a long time to come".

He warned: "We may have to go even further than what we've announced."

The Housing Secretary also warned the government wanted to "design those steps jointly between ourselves and local government".

Boris Johnson last night unveiled the new tier system which sees regions put under "medium", "high" and "very high" categories according to the spread of the virus.

But it last night emerged the government's Scientific Advisory Group for Emergencies (Sage) committee - of which Prof Whitty is a member - officially recommended a two-week lockdown on September 21.

The group said a short-term lockdown would be "likely to have similar levels of effectiveness as national lockdown in spring" and temporarily bring the R-rate below 1.

The rate of infection is currently hovering between 1.2 and 1.5.

Sage suggested a work at home order for those who can, as well as a ban on all contact within the home with members of other households.

The scientists asked the government to consider the closure of all bars, restaurants, cafes, gyms and personal services such as hairdressers.

University and college teaching would take place online unless face-to-face teaching is absolutely essential.

SAGE warned: "A package of interventions will need to be adopted to reverse this rise in exponential cases. Single interventions by themselves are unlikely to be able to bring R below 1."

Mr Johnson carved up Britain into the three Covid risk categories last night — with 17million people in the two highest tiers.

The PM said that Britain was entering a "new and crucial fight" in a sombre address to the nation - aiming to simplify the various restrictions already in place across the country.

But Professor Chris Whitty issued a stark warning as he revealed the Tier 3 restrictions "will not be sufficient" to bring coronavirus rates down.

England's top medic said said: "I am very confident that the measures that are currently in place are helping to slow the virus.

"These measures will help to slow it further.

"I am not confident - nor is anybody confident - that the tier three proposals for the highest rate, if you did the absolute base case and nothing more would be enough to get on top of it."

Speaking beside Boris Johnson, he said last night: "We're going to have to do more, that's the whole point of what the Prime Minister has just announced, and probably in some areas significantly more.

"None of us have any illusions about this and I would like to be really clear about this because I think we should not have any illusions.

"The idea that we can do this without causing harm is an illusion.

"It is a balancing act between two harms: a harm for society and the economy on the one hand and a harm for health on the other hand."

Following yesterday's announcement, in Tier 3 areas - which at the moment is Liverpool, Wirral, Sefton, Knowsley, St Helens and Halton - households are not allowed to mix either indoors or outdoors - including in pubs and private gardens.

Pubs and bars will close in the very high alert level areas unless they can operate as a restaurant.

People will also be advised against travel in and out of the areas.  

Local authorities will be able to put forward 'bespoke' measures under the different tiers - for example, those in tier three could suggest closing gyms.

But Labour mayors refused to accept the toughest restrictions in a row over money while fellow Tories blasted the new rules as “insane”.

From tomorrow, 1.5million on Merseyside will be on the very high risk Tier Three — where pubs, gyms and bookies will shut.

In a call to to action last night, Mr Johnson said the new measures were to avoid going down the "extreme route" of a full national lockdown.

Acknowledging the growing number of infections across the UK, he said: "These figures are flashing at us like dashboard warnings in a passenger jet and we must act now."

He added: "The British people have the resolve to beat this virus and together we will do just that."

PM faces backlash after announcing three-tier COVID restrictions - Sky News

Boris Johnson's new coronavirus lockdown rules are being debated and voted on by MPs, with the prime minister facing a Tory backlash and potential rebellion.

Some Conservative MPs are against the measures on civil liberties grounds, while others claim restrictions such as the 10pm curfew for pubs and restaurants are counter-productive.

But unless Sir Keir Starmer orders Labour MPs to vote against the measures, in a series of votes following a four-hour debate, the prime minister is assured of victory even if some of his own MPs rebel.

Figures 'flashing like alerts on a jet'

Defending his new curbs at a Downing Street news conference, Mr Johnson said COVID cases had gone up four times in four weeks, more people were in hospital, and deaths were rising.

"These figures are flashing at us like dashboard warnings in a passenger jet and we must act now," the prime minister said.

Mr Johnson also said the government could impose more restrictions if local politicians did not agree to new measures.

"If we can't get agreement, then clearly it is the duty of national government to take the necessary action to protect the public and public health and we will," the PM said.

But in a warning that government advisers want even tougher measures, England's chief medical officer Professor Chris Whitty said even the strictest rules announced by the PM were not enough on their own.

"I am not confident - and nor is anybody confident - that the Tier Three proposals for the highest rates, if we did the absolute base case and nothing more, would be enough to get on top of it," he said.

Later the government's scientific advisers, SAGE, published documents revealing that a so-called "circuit-breaker" - national lockdown - was at the top of a short list of moves recommended to the government last month.

Other SAGE proposals included:

  • Advice to work from home for all those who can;
  • Banning all contact within the home with members of other households (except members of a support bubble);
  • Closing all bars, restaurants, cafes, indoor gyms, and personal services such as hairdressers;
  • All university and college teaching "to be online unless face-to-face teaching is absolutely essential".

Ahead of the Commons debate, the prime minister is facing Tory anger, with the West Midlands mayor Andy Street claiming that the government has ignored the views of local leaders.

Mr Street said the stricter measures for Birmingham and the West Midlands was not something regional leaders supported, nor what he believed would be happening following conversations over recent days.

"The most important change between our current restrictions and the new ones announced today is the ban on households mixing in hospitality venues," said Mr Street.

"This is something the latest local epidemiology does not support and I am disappointed that the government is pressing ahead with this despite the united view of local leaders."

In Parliament, Sir Graham Brady, chairman of the influential backbench Tory 1922 Committee, questioned how Mr Johnson would prevent local restrictions becoming permanent.

Tory MP Philip Davies told Mr Johnson to "put his trust in the British people to act responsibly" instead of "a constant blizzard of arbitrary rules which will only serve to collapse the economy and destroy businesses and jobs".

And Mark Pawsey said the 10pm curfew led to many people "leaving the pub to go to a shop to stock up with booze, often with their friends, to drink at home".
