Coronavirus: Major incident declared in Greater Manchester - BBC News

A major incident has been declared by authorities in Greater Manchester following rises in coronavirus infection rates.

Greater Manchester Police (GMP) said the decision was taken to help agencies respond "as effectively as possible", including with extra resources.

Manchester City Council said people "should not be alarmed" by the news.

Greater Manchester is one of many areas in northern England facing new local lockdown restrictions.

The new restrictions announced on Thursday - that also apply in east Lancashire and parts of West Yorkshire - ban separate households from meeting each other at home.

Sir Richard Leese, leader of the city council, said declaring a major incident was "standard practice for complex situations which require a co-ordinated multi-agency response".

"Although the council and partner organisations have been working closely to tackle the impacts of the pandemic since early this year, declaring a major incident means we can ramp this up further," he said.

"It allows the establishment of a central command structure to oversee the response and enables agencies involved to draw on extra resources.

"Following last week's government announcement of preventative public health measures across Greater Manchester to address the rising number of Covid-19 cases, the public would expect us to give this situation our concerted collective attention.

"That, with a view to enabling these restrictions to be lifted as soon as possible, is exactly what we are doing."

GMP's Assistant Chief Constable Nick Bailey said: "It is part of our desire to protect the population of Greater Manchester and provide them with the highest levels of assurance that agencies are doing all they can to reduce infection rates and bring Greater Manchester back to as near a state of normality as current times allow.''

Separate households have been banned from meeting each other indoors.

A MAN in his 30s has died after he 'rushed to the aid of three children in difficulty' in the sea off the coast of North Wales.

Police, paramedics and coastguard officials were called to Barmouth just before 2pm after the casualty dashed into the water to help the youngsters.

The children were pulled from the water at the Welsh beauty spot.

Shortly afterward a man, believed to be in his 30s, was pulled from the sea and flown by air ambulance to Ysbyty Gwynedd hospital at Bangor.

However, despite the efforts of medics, the man died after arriving at the hospital.

There were no other serious injuries reported.

However, two other people were also taken to hospital for treatment.

A spokesman for North Wales Police said: "Police and the Coastguard were called at 1.58pm today to a report that a man had got into difficulty in the sea in Barmouth.

"The man, believed to be in his 30s, was taken by air ambulance to Ysybyty Gwynedd, where he tragically died.

"His family has been made aware."

Barmouth's inshore lifeboat was launched and Rescue 936, the Coastguard helicopter based at Caernarfon, was scrambled shortly after 1.30pm today, North Wales Live reports.

The tragedy comes after the popular beach was mobbed by families enjoying the weekend's sunshine.

Earlier this week, Gwynedd Council closed the harbour in Barmouth to help maintain social distancing, leaving dozens of cars trapped in the car park.

It happened on the hottest day of the year so far as temperatures soared past 30c.

People trapped in the chaos begged to be freed by police.

Boris Johnson targets massive shake-up of UK planning system - Financial Times

The Johnson government will set out proposals this week for the biggest overhaul of the UK’s planning system for decades in an effort to speed up construction of homes and infrastructure.

Robert Jenrick, housing secretary, will launch a consultation on new plans that will order local councils to designate land either as “growth”, “renewal” or “protection” in an effort to stimulate building and tackle the UK’s acute housing shortage.

“We are introducing a simpler, faster, people-focused system to deliver the homes and places we need,” Mr Jenrick said in a Sunday Telegraph article. “Our reforms seek a more diverse and competitive housing industry, in which smaller builders can thrive alongside the big players and where planning permissions are turned into homes faster than they are today.”

Reforming the UK’s planning laws is central to the aims of Boris Johnson’s government. The prime minister has used the slogan “build, build, build” to describe his strategy for remaking the economy after the coronavirus lockdown. Downing Street believes that a liberalised system is vital to unlocking growth, particularly outside of big cities.

Mr Jenrick’s reforms aim to speed up and simplify the existing system, which dates back to legislation passed in 1947. Mr Jenrick said his plans would replace the “outdated and cumbersome planning system” in order to deliver more homes.

Under the plans, land designated as “growth” by local councils will allow permission for new developments to be granted automatically. “Renewal” areas will be given “permission in principle” to balance speed with necessary checks. Areas given “protection” status, including the greenbelt and areas of outstanding natural beauty, will not have any automatic building rights.

Mr Jenrick said the new process would be “thoroughly democratic” and ensure rapid development of infrastructure — such as schools and doctors’ surgeries — to accompany more houses. Notices for developments will also be moved online, instead of paper pinned to nearby lamp posts.

The reformed system “places a higher regard on quality and design”, the government said, and would draw inspiration from design codes and pattern books behind construction in the city of Bath, the London neighbourhood Belgravia and Bournville, a model village near Birmingham constructed by the Cadbury family.

The new system will include a “model design code” that follows the conclusions of last year’s Building Better, Building Beautiful Commission to ensure a minimum standard is met. But critics of the new system warned that the liberalisation process may lead to rapid construction, with many properties potentially not meeting those high standards.

Brian Berry, chief executive of the Federation of Master Builders, said “new measures that make the planning system quicker and more affordable are welcome but it is vital that high standards in design and build are not compromised as a result, and that any overhaul doesn’t in fact add further delays”.

Tim Farron, the Liberal Democrats’ housing spokesperson, also criticised the government for not investing in social housing. “Rather than tinkering with planning laws, what Robert Jenrick should be doing is unveiling a huge housebuilding programme of social homes for rent,” he said. “We have already lost thousands of social rented homes as a result of the government’s permitted development changes to date.”

Coronavirus: 13 test positive for COVID-19 after visiting Aberdeen bar - Sky News

A cluster of 13 coronavirus cases has been linked to a bar in Aberdeen.

The patients tested positive for COVID-19 after visiting The Adam Lounge & Hawthorn Bar on 26 July, NHS Grampian said.

Authorities are investigating and say they cannot rule out the possibility of finding more cases linked to the cluster.

Dr Emmanuel Okpo, consultant in public health medicine, said: "Our health protection team are speaking to the confirmed cases. We are also carrying out wider contact tracing work, as part of the test and protect scheme."

The Adam Lounge & Hawthorn Bar said it has done its "utmost" to protect customers' safety and has had "strict rules and measures in place".

A statement on the family-run bar's Facebook page read: "It has been brought to our attention that there have been customers who visited our venue on Sunday 26th July that have tested positive for coronavirus.

"We wish to inform all customers that we have been visited by Environmental Health since being notified. We were given approval from the local authority to continue trading with our measures in place and have cooperated fully."

It said it is a "very difficult time" for the bar, adding: "Our thoughts are with those affected and we wish them a speedy recovery."

The bar has been deep cleaned and decontaminated.

Authorities said the business had a number of measures in place including physically distancing customers and taking their contact details.

It has now been advised on how to improve further and has co-operated fully with the investigation.

Many showed their support for the bar on social media following the news.

Kirsty Wheeler wrote: "Thank you for making customers aware. Having seen the set up, you've done everything you can to protect your staff and customers and this is very responsible of you to let people know."

Another commenter, Chris Milton, said: "End of the day it's a great bar trying it's best to serve its loyal customers. There is a risk and that's why there are measures in place. No one is forcing you to go to the pub. Personal responsibility."

Scotland reported 31 new coronavirus cases on Sunday, taking the total to 18,676.

The country did not record any new deaths with coronavirus so its death toll remains at 2,491.

Tory MP not suspended over rape allegation arrest while investigation ongoing - BBC News

A Tory MP arrested on suspicion of rape will not be suspended from the party while investigations are ongoing, the party's whips' office has said.

A spokesman said the allegations were "serious" and "it is right that they are investigated fully".

The Sunday Times reported the allegations against the former minister had been made by an ex-parliamentary employee.

The MP, in his 50s, was arrested on Saturday and has since been bailed.

The Metropolitan Police said the allegations related to four separate incidents claimed to have taken place between July 2019 and January 2020.

A spokesman for the Conservative Party whips' office said: "The whip has not been suspended. This decision will be reviewed once the police investigation has been concluded."

This means he can continue to sit in the House of Commons as a Conservative.

Labour said this decision was "shocking" and sent a "terrible message from Westminster".

The Sunday Times, which first reported the story, said the complainant alleges that the MP assaulted her, forced her to have sex and left her so traumatised that she had to go to hospital.

The Metropolitan Police said it had launched an investigation into the allegations.

"On Friday, 31 July, the Metropolitan Police Service received allegations relating to four separate incidents involving allegations of sexual offences and assault," the force said in a statement.

"These offences are alleged to have occurred at addresses in Westminster, Lambeth and Hackney between July 2019 and January 2020.

"A man in his 50s was arrested on Saturday 1 August on suspicion of rape. He has been released on bail to return on a date in mid-August."

For Labour, shadow minister for domestic violence and safeguarding Jess Phillips told Times Radio the MP accused of rape should have the party whip withdrawn while investigations continued.

She said that not doing so was "sending a terrible message from Westminster".

Ms Phillips also said: "I find it shocking… that the Conservative Party has decided not to withdraw the whip in this case."

There are also reports that the Conservative Party's chief whip, Mark Spencer, had been aware of allegations - and previously spoke with the alleged victim.

According to sources, Mr Spencer had not known the "magnitude" of the allegations.

A spokesman for the chief whip said that he took all allegations of harassment and abuse extremely seriously and had strongly encouraged anybody who has approached him to contact the appropriate authorities.
