Coronavirus: Government to share proposals on reducing 2m social distancing rule - BBC News

The government will outline proposals on how to safely reduce the 2m social distancing rule in England this week.

Health Secretary Matt Hancock said the distance could be lowered with "mitigations", so people can be closer without a higher risk of transmission.

Labour said it would support the change to 1m "under certain circumstances".

Mr Hancock confirmed new easing of lockdown measures would be announced in the coming days, including whether pubs and restaurants can re-open on 4 July.

Boris Johnson announced a review into the 2m rule last week, with Chancellor Rishi Sunak confirming on Saturday its conclusion would be published this week.

But speaking on the BBC's Andrew Marr programme, Mr Hancock appeared to go further, saying: "The proposals we'll bring forward are how you can safely reduce the 2m with the sort of mitigations we've been talking about."

He said there were "all sorts" of measures that could be introduced, referring to the use of face masks on public transport, Perspex screens in shops, and studies on the reduction of transmission risk when people sit side-by-side or back-to-back.

But while the health secretary said he "very much hopes" to reduce the distance, the government would be "guided by the science", and would only make changes "in a way that is safe and doesn't lead to resurgence of virus".

The other nations of the UK are yet to announce any plans to change the 2m distance rule.

Scotland's First Minister Nicola Sturgeon has said she is looking at the evidence, and Northern Ireland's Economy Minister Diane Dodds has said she is open to changing it.

A coronavirus adviser to the Welsh government said the risk in reducing the distance "isn't very big".

Father of Paisley fire victims: 'Rest in peace little angels' - BBC News

The father of three children who died after a flat fire in Paisley has paid tribute to his "little angels".

Fiona Gibson, 12, and her brothers Alexander, eight, and Philip, five, died following the blaze, which broke out at about 21:00 on Friday.

Their 39-year-old mother remains critically ill in the town's Royal Alexandra Hospital.

The children's father, Alex Gibson, wrote on Facebook: "may u rest in peace little angels".

He later added: "how I miss them already, now I know what it feels like when ur world comes crashing down".

A Police Scotland spokeswoman said: "Inquiries into the circumstances surrounding the incident are ongoing.

"The 39-year-old woman remains in a critical condition within the RAH."

The Scottish Fire and Rescue Service said six fire crews were met with a "well developed" blaze in the upper cottage flat on Renfrew Road.

The siblings were taken to the Royal Hospital for Children in Glasgow but died a short time later.

First Minister Nicola Sturgeon tweeted: "No words are enough. It's just heartbreaking. My thoughts are with all who loved these poor children. Fiona, Alexander and Philip - may you rest in peace."

And local MP Mhairi Black posted: "Just devastating. All over Renfrewshire we are mourning for you Fiona, Alexander and Phillip."

The Prime Minister is expected to make an announcement on the new rule on Tuesday. Under the “one metre plus” plan, which would start from July 4, people would keep one metre away from others if they take additional measures such as wearing face masks or meeting outside.

Restaurants, pubs and bars would use partitions between tables that are less than two metres apart as part of the rule, the Sunday Telegraph reported.

Mr Johnson has been under mounting pressure to abandon the current two-metre social distancing rule amid warnings many businesses would not survive with the restriction in place.

Chancellor Rishi Sunak dropped a huge hint the two-metre rule would be relaxed in England as he visited shops in North Yorkshire on Saturday.

He said the outcome of a review by the Prime Minister into the social distancing measure would be “announced this week”, adding: “Obviously that's something that will make an enormous difference I think to many businesses who are keen to see a change.”

10.05am update: Labour would back end of two-metre rule if other safety measures in place - Shadow Health Secretary

Shadow Health Secretary Jonathan Ashworth has said Labour would support the end of the two-metre rule if other safety measures are put in place.

He told The Andrew Marr Show on the BBC: "Yes, under certain circumstances.

"But we also need to see a greater use of face masks, I would've thought.

"As I've said, certain staff, workers who are very public-facing in their day-to-day action, perhaps greater use of face shielding, let's get testing and tracing up and running."

9.40am update: Hancock says ‘we're clearly on track’ to further ease lockdown

Health Secretary Matt Hancock has said "we're clearly on track" to further ease the coronavirus lockdown with the reopening of the hospitality sector and hairdressers as early as July 4.

He told Sky's Sophy Ridge On Sunday: "We're on plan, we will of course be setting out more details of that plan and in the plan it states that on around July 4 we will take further measures if it's safe to do so.

"We talk about hospitality and outdoor hospitality in that plan but there are a whole series of other services especially where you need to be physically close to someone to carry it out like a haircut - a lot of the country does need a haircut."

Pressed if that could mean haircuts resuming on July 4, Mr Hancock said: "I'm not going to rule that out. We'll set out the details as soon as we can.

"We're clearly on track for that plan because the number of cases coming down and the plan does refer to hospitality and some of the other things that are closed that so many people want to see open."

9am update: Public transport users not wearing face masks correctly, expert warns

Many public transport users are not wearing their face masks correctly, an expert has warned.

The wearing of face coverings has been mandatory on public transport in England since June 14.

Professor Susan Michie, a member of the Scientific Advisory Group for Emergencies' (Sage) subgroup on behavioural science, told The Sunday Telegraph that many people appear to be wearing their face masks below the nose and holding the front of items to remove them rather than using the straps behind the head.

She added that a national campaign might be needed on how to wear face coverings correctly.

8.30am update: China reports 26 new coronavirus cases

China reported 26 further coronavirus cases on Sunday, with 22 of the new infections in Beijing.

There has been a spike in cases in the capital which has been linked to a wholesale food market.

A total of 227 people in Beijing have tested positive in the latest outbreak.

7.55am update: Australian state hit by spike in coronavirus cases

Victoria has extended its state of emergency until July 19 after a spike in coronavirus cases.

The state reported 19 new infections on Sunday, the fifth day of double-digit rises.

The surge in Victoria comes as other states have recorded few new cases for several weeks.

7.30pm update: Spain to welcome Britons without quarantine

British tourists will be welcomed to Spain from today without the need to quarantine, the country’s foreign minister has said.

But anyone returning to the UK would still need to quarantine for 14 days under the Government’s rules for arrivals into Britain.

Foreign minister Arancha Gonzalez Laya told BBC News: "We will allow British visitors to enter Spain just like the rest of the EU as from June 21 freely and without the need for a quarantine.

"We're discussing with the UK authorities to see if they would do the same on their side, we nevertheless are doing this out of respect for the 400,000 British citizens that have a second residence in Spain and are dying to benefit from their homes in our country.

"We do hope they (the UK Government) will be sensitive to the 250,000 Spaniards that are also living in the UK and would like to enter the UK without a quarantine."

People might need to register before going to the pub and order drinks using an app, Matt Hancock said today. 

The Health Secretary confirmed the options are being considered as ways to make it 'safe' to reopen the hospitality industry.

Mr Hancock insisted that the government is 'on plan' to get more sectors of the economy up and running on July 4. Boris Johnson is expected to announce this week that the two-metre social distancing rule is being halved.

But he made clear that there is little chance of bars and restaurants getting back to business as usual any time soon. 

Asked on Sky News' Sophy Ridge programme whether drinkers will need to register before going to the pub, and order using an app, Mr Hancock said: 'That is the sort of thing that we are looking at for how do you make it safe to open things... I wouldn't rule it out.'

The step - previously taken in countries such as New Zealand - would allow for easier tracing of customers if someone who went to the venue is found to have been infected. 

The PM is set to unveil a new 'one metre plus' rule within days and give Britons the green light for holidays and haircuts as he tries to breathe life back into the economy.

Mr Johnson now looks certain to halve the social distance - as long as other protections such as face coverings are used - in a crucial moment for the coronavirus battle on Tuesday. 

The next phase of lockdown loosening from July 4 will also permit hairdressers to roll up the shutters in a boost for thousands of barbers and millions of shaggy-haired Britons in need of a trim. 

The UK holiday season will start within a fortnight when the Prime Minister gives the green light to hotels and vacation parks to reopen. 

Although Downing Street insisted no final decision has yet been taken on restarting the £130billion-a-year domestic tourism industry, The Mail on Sunday has been told an announcement could come along with the other changes. 

New advice is then likely to be sent to British tourism chiefs by the end of the week.

Detailing other ways that are being considered to make venues safer, he said: 'Things like wearing a face mask which reduces the transmission clearly, about how the seating is arranged because face-to-face is much more dangerous than back-to-back and there's more transmission than side to side. 

'And also the sorts of things you can put in place to strengthen test and trace because the whole approach is to move as much as safely possible from a national lockdown towards targeted local action when we see an outbreak.'
